- -This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation N33191-12-R-0631 is issued as a Request For Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The North American Industry Classification (NAICS) Code associated with this procurement is 562112-Hazardous Waste Collection, and the small business standard is $12.5 million. There are no set-asides applicable to this procurement. All responsible sources may submit a proposal which shall be considered by the agency. -This acquisition is for the provision of all administrative costs, management, tools, supplies, equipment, labor and applicable licenses and permits necessary to provide environmental services for Naval Support Activity, Bahrain and supported commands within the geographic region of responsibility inclusive of Bahrain and the United Arab Emirates. Environmental services include shop towel cleaning, used oil transportation and disposal, and recycling used oil. Specific requirements, locations and schedules are included in Attachment (1). -The Government intends to award one Indefinite Delivery Indefinite Quantity (IDIQ) Services Contract with pre-established fixed contract prices. Award will be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable, price and non-price factors considered. The period of performance of the contract will be for one base year with four option periods for a maximum of 60 months, or a total aggregate value of $2,000,000 for the contract, whichever comes first. Task orders will be firm-fixed price, normally in the range of $1,000 to $300,000. However, task orders under or over these amounts may be considered if deemed to be in the Government ™s best interest and approved by NAVFAC EURAFSWA Chief of Contracts. The structure of the contract will include separate Contract Line Item Numbers (CLINs) and Exhibit Line Item Numbers (ELINs) with items, quantities and units of measure for each requirement, in the base period and each option period. Option periods will be exercised at the discretion of the Government, in accordance with FAR 52.217-9, Option to Extend the Term of the Contract. The contract will include a $6,000.00 minimum guarantee for the contract awardee for the base period only. A task order for the minimum guarantee will be issued concurrently with the award of the basic contract. -The anticipated award date will be on or around August 31, 2012. The period of performance for the base period will commence upon award of the contract. -Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008), applies to this solicitation. As an addendum to FAR 52.212-1, all offers must include all submittal requirements outlined in Attachment (8). All information must be in English. -Provision at FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) applies to this solicitation.
