Description
Lease of Methodist Research Institution's Cadaver/Porcine lab and Human Simulation Lab Closing Date: 19 July 2012, 1:30 p.m. (CST) The Government intends to solicit and negotiate with only one source, Indiana University Health, INC, 1701 N. Senate Ave, Indianapolis, IN 46202-5306. The procurement will be conducted on a sole source basis in accordance with the authority of FAR 13.106-1(b) (1). This acquisition is for the lease of 1 EA, Methodist Research Inst. Cadaver/Porcine Lab and 1 EA, Human Simulation Lab from 30 July 2012 to 3 August 2012. Center must have approved use protocols to train on both human cadavers and live porcine patient models. Center must be able to provide four veterinary operating theaters simultaneously. (This number is a minimum in order to support the number of medics participating in training.) Center must be able to provide and house eight porcine models and also be able to provide six fresh froze human cadavers. Center must provide close proximity to another facility or itself support human simulator training. Additionally the facility must be in close proximity or it must be able to support high and low angle patient extrication training with appropriate training grounds. The second part of this concept involves training on human simulator models, as well as training on the above listed patient extraction techniques. The center must be within driving distance to Fort Campbell, KY. The center must have availability for training on 30 July - 3 August 2012. This is the scheduled date of the event and the only available training time. This concept's purpose is to train, reinforce and sustain key medical tasks that 18D Special Forces Medics need to care for critically wounded soldiers up to 72 hours. The salient characteristics are the firm requirements and must be met. The firm requirements for Cadaver/Porcine Lab and Human Simulation Lab are identified in the attached Justification and Approval: The NAICS code for this procurement is 621511 and the small business size standard is $13.5 million dollars. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 19 July 2012, 1:30 pm CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Indian Health University, INC. Award will be made in accordance with FAR Part 13, Simplified Acquisition Procedure.
