Description

Description: The U.S. Department of Veterans Affairs, Network Contracting Office 10, 1650 Oak Tree Blvd, Independence, OH 44131 anticipates soliciting bids and subsequently awarding a contract for the construction project 541-11-105 known as "Boiler Plant Energy Upgrades." The scope of this project is to make energy conservation improvements to the boilers and boiler systems installed in the central boiler plant serving the Louis Stokes Cleveland VA Medical Center at 10701 East Blvd, Cleveland OH 44106. The main elements of the project are to install boiler flue gas economizers, low nitrogen oxides (NOX) boiler combustion controls, and replace existing forced draft fan motor starters with variable frequency drive units on three (3) existing 25,000 pound/hour steam water tube boilers in the boiler plant and to install an automatic boiler blow-down system with heat recovery controls to serve all four (4) boilers (3 existing water tube and 1 new steam generator) in the boiler plant. The period of performance will be 280 days after the notice to proceed. In accordance with VAAR 836.204 the Magnitude of Construction is estimated to be between $1 Million and $2 Million. The NAICS code for this work is NAICS 238220 -- Plumbing, Heating, and Air-Conditioning Contractors. The contractor shall furnish all labor, materials, supplies, and travel, to perform work under this project. The work will include but not be limited to general construction, alterations, mechanical, plumbing, fire protection, electrical work, utility systems, asbestos abatement, necessary removal of existing structures, and certain other items. The solicitation will be issued as an "Invitation for Bid" conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. This opportunity will be available only to contractors under the Set-Aside program. The solicitation will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS in accordance with 38 U.S.C. § 8127, for the Department of Veterans Affairs, "Service-disabled veteran-owned small business concern". The solicitation is expected to be issued on or about Monday August 6, 2012, as an invitation for bid and bids will be due 30 days later as will be described in the solicitation. The Government intends to award a firm-fixed-price contract. The solicitation, when published on www.fbo.gov will include the specifications and drawings. A pre-bid conference will be scheduled approximately one week after the solicitation is posted. The time and place will be stated in the solicitation. All prospective contractors, subcontractors and suppliers are urged to attend. This will be the only site visit scheduled for this project. Individual requests to view the site will not be granted. This Notice is for informational purposes only. This notice is not a request for competitive offers. The determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
