Description
The Government anticipates issuing a solicitation for Post Production Software Support (PPSS) to the Enhanced Bandwidth Efficient Modem (EBEM) to the Satellite Communications (SATCOM) System's functional area of the Communications-Electonics Life Cycle Management Command (CECOM) Software Engineering Center (SEC) War Mission Area (WMA) located at Aberdeen, Maryland. The resulting contract will consist of Cost-Plus-Fixed-Fee (CPFF) Term line items for labor services and Cost line items (No fee) for travel, materials, equipment, and supplies. The resulting contract will be for one (1) twelve (12) month base period and one (1) twelve (12) month option period. The Post Production Software Support (PPSS) to the Enhanced Bandwidth Efficient Modem (EBEM) to the Satellite Communications (SATCOM) System's functional area of the CECOM LCMC Software Engineering Center War Mission Area at Aberdeen Proving Ground, Maryland. Various support requirements include PPSS project management, software maintenance/enhancement, EBEM software support, software facilities support, contractor field service support, formal review requirements, required deliverables, travel requirements, and Information Assurance guidance. The EBEM is a DoD standard satellite communications modem that employs state-of-the-art modulation and coding techniques to optimize satellite transponder bandwidth usage while retaining backward compatibility with a wide range of legacy modems currently in use. The EBEM design, source code, technical data, and software development facility test bed were developed by, and are proprietary to ViaSat, Inc. The Government does not possess a Technical Data Package (TDP) for the EBEM. ViaSat Inc. solely developed EBEM beginning in 2003 and has been the sole provider for the PPSS support. ViaSat Inc. is the proprietor of the software developer and PPSS provided for EBEM system. It is the intent that the solicitation will result in a sole source award to ViaSat, Inc. as authorized under FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. There are no security/safeguarding requirements for this effort. However, security/safety policies and procedures at the contractor facilities shall be applied. The current contract/task order is DAAB07-03-D-C211. The incumbent is Via Sat Inc.
