Description
This is a Sources Sought Synopsis announcement market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Air Force ISR Agency has been tasked to solicit for and award a project to develop an ensemble source term estimation capability, compatible with the current AFTAC Weather Analysis and Forecast (WRF) Ensemble (E-WRF) system, to support their operations by improving the accuracy of transport and dispersion models run in support of the AFTAC mission. This request for information is to gain knowledge of interest, capabilities, and qualifications of various companies to provide support. The contractor must demonstrate the capability to provide the following: (1) Working knowledge of the AFTAC E-WRF system and the Eulerian passive trace capability embedded within it; (2) Understanding of the technical issues and requirements related to the Ensemble Source Term Estimation Capability; (3) PhD level technical experts already in place required to deliver this capability; (4) Delivery and implementation of a software infrastructure to ingest and process both the bounding parameters, observations, and the atmospheric transport and dispersion results provided AFTAC E-WRF system; (5) Delivery and implementation of the source term estimation algorithm to provide both the release rate and corresponding uncertainty estimates based on the transport and dispersion results from the AFTAC E-WRF simulations; (6) Delivery and implementation of a software infrastructure to provide graphical and numerical product output from the source term estimation algorithm; (7) Documentation detailing how the algorithm works and instructions for operation of the software; (8) On-site implementation, installation, and training support for setting up and operating the source term estimation algorithm on the AFTAC computing system; (9) Travel may be required as directed by the government to support the mission. This Sources Sought Notice is for information and planning purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. Additionally, no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. All small business, small disadvantage sources, and HUB Zone eligible entities should identify themselves as such. The applicable North American Industry Classification (NAICS) code is 541990. If you are seriously considering submitting a proposal when a solicitation is released, please submit a Statement of Capabilities and brief information about your company and business size. The capabilities packages should not be longer than ten (10) pages including graphics, tables, or photographs.
