- This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with LCHuff Consultancy LLC. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $100,000.00. The proposed vendor will perform software engineering services on NOAA's Klein 7189 long-range sidescan sonar system (LRSSS). LCHuff Consultancy LLC has extensive experience in the field of underwater acoustics; participated in the original creation of the LRSSS in 2004; performed formal testing and evaluation of the LRSSS; and, developed modifications to resolve system deficiencies. This historical is essential to maintain continuity of the LRSSS project. Tasks include: 1) Provide general processing and analytical support to interpret data collected by all subsystems of the LRSSS. This includes backscatter and bathymetric data from the MBSS, C/ENAS, P/ENAS, S/ENAS, 38 kHz echo sounder, and auxiliary data from the optical transmissometer and multiple navigation-related sensors. For example, assistance will be required to identify and flag saturated or otherwise flawed data and to organize the remaining data for efficient batch processing. 2) Evaluate system and subsystem performance based on interpretation of intermediate data and the final data products. For example, specialized plots and analyses will be needed to determine if subsystem data are properly geo-coded, to determine if radiometric corrections have been applied appropriately, and to assess the validity of the summary statistical parameters. 3) Perform a cascade calibration to sequentially translate calibrated backscatter from the downward looking sonar to the full swath coverage by the LRSSS. 4) Identify processes and procedures that could improve performance of the LRSSS if implemented in subsequent iterations of the system. For example, judge whether it would be advisable/practical to incorporate sound refraction into bathymetric-data processing and investigate how that might be accomplished. NOAA is in the final stages of evaluating and testing a Klein 7180 long-range sidescan sonar system (LRSSS) for fisheries research. This system is expected to increase the area of seabed mapped per survey day, thereby decreasing the overall time requirement and expense required to satisfy Congressional mandates related to Essential Fish Habitat. Approximately 5,000 gigabytes of data will be analyzed and interpreted to provide an overall evaluation of system performance. The Government intends to negotiate a firm fixed price contract with the period of performance commencing September 01, 2012 through April 30, 2013. The is a total small business set-aside. The NAICS code for this procurement is 541512 with a corresponding size standard of $25M. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than July 31, 2012 at 10am PDT Seattle, WA.
