- MSHA is issuing this Sources Sought Notice as part of a market research to determine the availability of services, products, and capabilities in the market place. The Government is not issuing a solicitation at this time. Vendors shall not construe this notice as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Information obtained from the industry responses to this notice may be used in the development of the acquisition strategy and future request for quotes. The Government does not intend to reimburse for any information or materials submitted in response. The Government will not notify respondents of the results of the evaluation. The Government will not issue a contract award based on the responses received. Notice for the following item: A truck that will meet the following specifications: Total maximum weight 13,000 lbs Diesel engine Engine spec. min. 300 hp, 660 lb ft torque, Vehicle shall meet all current US DOT and US EPA regulations. Minimum 30,000 lb GVAWR, 10,000 lb front, 20,000 lb rear. Power hydraulic disc service brakes Air suspension 234" Wheel Base 107" rear frame overhang 168.45" cab to rear suspension 184.45" space for deckplate Automatic transmission Power steering Conventional cab 2013 model Maximum GVWR 26,000 lbs (No CDL requirement) Warranty: Bed- 2 yrs, parts and labor; Truck- 3 yrs, chassis and engine An aluminum flatbed truck bed meeting the following specifications: Be securely mounted to the truck frame. Provide sufficient strength to handle the load weight of 12000 lbs. Provide safe access systems. Provide anchoring methods to securely transport the load. The provided truck bed shall mount to the truck acquired under this bid. Reference truck specifications. When mounted on the vehicle, the combination must meet all applicable DOT regulations. The bed must have sufficient stiffness to not incur damage to itself or cause damage to the load during both high speed (70 mph) highway transportation and during movement on non-paved and unimproved roads. The bed must have outside dimensions of 22 ft long and 96 inches wide and must have a load placement area of 21 ft. long by 96 inches wide. Note that there are 4 areas (approximately 12 inches long) at the corners of the load that are 94 inches wide. The remainder of the load is approximately 60 inches wide. The total load length is approximately 20 ft. 3 in. The load length from the rear of the bed must not be obstructed for 21 ft. The load center of gravity will vary between 43% and 57% of the load length of the bed. The bed with this load center range must not exceed the front or rear GAWR of the truck. There must be four removable ladders that can be mounted in adjustable positions around the bed, on both sides and on the rear. There must be dual handrails extending 36 inches above the bed on all ladders. Mounting points cannot protrude above the load surface on the bed or outside of the rub rails on the sides of the bed. There shall be a dedicated mounting and securement point for these ladders on the vehicle underneath the bed that are easily accessible. A flexible fall protection system must be provided to protect personnel working on the bed. Specifications to be provided by vendor. Netting attached to posts that fit in rub rail pockets and attaches to ladders could be an acceptable solution. There must be 4 underbed storage boxes. The three storage boxes shall not extend outside the width or length of the bed. The storage boxes shall have key operated cam locks (all keys alike). The boxes should be made of aluminum. 1. Two - 48 inch by 24 inch by 24 inch (LxWxH, inside dimensions) boxes with full length door opening and 1 horizontal, adjustable height shelf. One box shall mounted on each side of the bed immediately forward of the rear wheels. 2. Two - 36 inch by 24 inch by 24 inch (LxWxH, inside dimensions) boxes with full length door opening. One box shall mounted on each side of the bed immediately behind the rear wheels. The provided bed must have adjustable position attachment points for tie down straps along the entire length of the bed on both sides. The attachment points must allow for side-to-side and forward-aft attachments. The top of the attachments must be flush with the bed so the load can be slid on the bed. Each attachment point must have a minimum working load limit of 8,500 lbs. The bed shall be provided with marker lights and reflectors that comply with FMVSS 108. In addition, continuous, alternating red - white reflective tape, minimum 2 inch height, shall be installed along each side of the bed, the rear of the bed, and the ICC bumper. The bed shall be provided with anti-sail, anti-spray mud flaps that comply with SAE J682. The mud flaps shall be installed to the front and rear of the rear tires. The rear boxes shall be protected by the mud flaps. The bed shall be provided with Anti-Spray Skirting between the mud flaps. It must have a bulkhead with mesh or expanded metal the full width and height of the cab's rear window. At the base of the bulkhead there should be a method to reduce or absorb impact between the bulkhead and the load system being slid onto the truck. The cushion dimensions shall be 60 inches long by 6 inches high by 12 inches wide and centered on the centerline of the bed. The 12" width can protrude into the 21' load length. An extension above the bulkhead shall protect the load to a height of 92 inches and extend the 96 inch width of the bed. There should be provisions to store 2 wheel chocks on the driver's side of the truck bed. Two wheel chocks should be provided. A Checkers 915 chock, http://www.checkersindustrial.com/product-accessory.php?id=48, or equivalent, is acceptable. Flooring shall be smooth aluminum capable of supporting the 12,000 lb weight of the brake tester on 4 - 6"x6" pads. The pads will be used to slide the brake tester to position it on the bed. All components and work must be provided with a 2 year warranty. Additional components: Trucker GPS system: The truck shall be equipped with a truckers GPS system including lifetime maps that has the ability to adjust the route based on truck restrictions such as height and weight. It shall have the ability to accept the input from a back up camera. The Garmin dezl 560LMT https://buy.garmin.com/shop/shop.do?cID=275&pID=93853 Is an acceptable option. The power supply for the GPS shall not use one of the OEM 12 volt plugs supplied by the truck manufacturer. Back up cameras shall be wired so that one camera (mounted on the vehicle centerline under the bed and above the bumper can be viewed or the 2 cameras on the vehicle bulkhead, 1 at each side, can be viewed splitscreen. http://www.rearviewsafety.com/products/rvs-770615-rear-view-camera-system.html is an acceptable solution A Cobra 29NW LTD CB radio, or equivalent, shall be installed in the truck if not provided by the truck manufacturer. Outrigger Pad 18"X18": http://www.grainger.com/Grainger/wwg/search.shtml?searchQuery=outrigger+pad&op=search&Ntt=outrigger+pad&N=0&sst=subset, or equivalent, 4 required. White Strobe light mounted on top of cab, controlled by switch inside of cab (OEM installation as an option on the truck is acceptable). http://www.grainger.com/Grainger/GROTE-Strobe-Light-13W994 or equivalent. The supplier must provide design specifications for approval prior to manufacturer of the bed and specified components.
