Description
Naval Air Systems Command (NAVAIR) intends to award a Delivery Order under BOA N00019-10-G-0004 to Northrop Grumman Systems Corporation-Aerospace Systems (NGCS-AS) Bethpage, NY, for the development of a radar prototype, testing and trade study to support additional mission objectives on the E-2D Advanced Hawkeye (AHE). This action will develop a prototype advanced high gain (HG) Ultra High Frequency (UHF) Electronically Scanned Array (UESA). This is a 360 degree circular radar array technology with embedded Identification Friend or Foe (IFF) applicable to the E-2D aircraft. The effort will include testing of the prototype antenna and conducting trade studies to evaluate E-2D aircraft integration impacts, UESA radar system concept of operations, and utility for the E-2D mission. NGCS-AS is the sole designer, developer, systems integrator and manufacturer of the E-2D aircraft and as such is the only source with the requisite knowledge, experience and data necessary to conduct the required study. The period of performance for this effort is eighteen months after contract award. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government; Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
