Description
DESCRIPTION: The US Army, Army Contracting Command-Rock Island (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, is seeking to identify potential sources capable of delivering lightweight cartridge case technology for M855A1 5.56mm, M80A1 7.62mm and M33 Cal.50 cartridges that could be transitioned into production at Lake City Army Ammunition Plant. SPECIFICATIONS: The Government is seeking sources for alternative cartridge case technologies that provide a 10% weight reduction while maintaining all performance requirements when fully assembled as 5.56mm M855A1 (190g), 7.62mm M80A1 (392g) and.50cal M33 (1782g) cartridges. Suppliers must provide a description of their alternative cartridge case material, manufacturing process, Load, Assemble and Pack process (LAP) and submit tested capability with documented results. Future capabilities with timelines and level of effort required to meet the weight reduction should also be included. Respondents are to submit a unit price for the M855A1, M80 and M33 light weight cartridges assembled with their alternative cartridge cases and a projected ROM based on an annual rate of 1million per year, per cartridge. The assumed projectile costs are as follows: M855A1 ($0.15), M80A1 ($0.20) and M33 ($0.25). This announcement serves as notification that export control procedures regulated by the International Traffic in Arms Regulations (ITAR) are in effect on the below stated information, as well as the performance specifications that will be contained in any future solicitation. Interested parties must be in compliance with the ITAR. The technical data are as follows: -M855A1 Drawing number 13020533 -M855A1 Performance Specification Extracts for Temperature, Velocity, Chamber Pressure, Port pressure and Dispersion -M80A1 Drawing number 13037149 -M80A1 Performance Specification Extracts for Temperature, Velocity, Chamber Pressure, Port pressure and DispersionM33 Drawing number -M33 Drawing number 7553097 -M33 Performance Specification Extracts for Temperature, Velocity, Chamber Pressure, Port pressure and Dispersion The information will be available upon request provided that all necessary documentation is properly completed by the requester, submitted, and approved prior to any release. Each requester must complete and submit the following forms: a. DD2345 Military Critical Technical Data Agreement b. Non-Disclosure Agreement PLANNED ACQUISITION: A Firm Fixed Price (FFP) effort for test hardware for a qualification and producibility /manufacturing readiness along with additional production hardware and production integration support. The period of performance for the contract is FY14-FY18. The Government is seeking Government Purpose Rights for an alternative cartridge case. Respondents need to show the capability of their cartridge cases to be manufactured in quantities totaling approximately 45 million per year. SUBMISSION INFORMATION: Interested firms who feel they are capable of supplying the items listed above are invited to indicate their interest by providing the Government a brief summary of its company's capabilities, including a brief description of its facilities, personnel and past experiences as it relates to the above criteria, as well as, the monthly capacity to supply each of the items. Information must be submitted to Shirlene Wise, ACC-RI, Shirlene.wise@us.army.mil. Please respond NLT 45 days after issuance of the notice and identify "Alternative Lightweight Cartridge Case Sources Sought/Market Research" as the subject of your response. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contact based on this market survey or otherwise pay for information solicited. The information you provide may be utilized to develop the acquisition approach for future requirements.
