Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. A12PS01875 herein cited is issued as a Request for Proposal (RFP) and will be procured under FAR Part 12, Acquisition of Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 115310. This acquisition is a small business set-aside, size standard in number of employees is 500. Contractors are encouraged to submit a signed and dated quote, accompanied with the contractor's DUNS number and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items by mail to the Bureau of Indian Affairs, Rocky Mountain Regional Office, Attn: Kathy R. Eder, 316 North 26th Street, Billings MT 59101; fax to 406-247-7908, or e-mail to Kathy.eder@bia.gov no later than 2:00pm Mountain Daylight Time, August 3, 2012. The Bureau of Indian Affairs is issuing this RFQ for provision of a Forest Management Plan: ItemDescriptionQtyUnit Unit PriceTotal Price 0001Turtle Mountain Agency Forest1 JOB$___________$__________ SCOPE OF WORK 1. SCOPE: The contractor shall furnish the necessary personnel, materials, labor superintendence, equipment, and transportation to amend the forest management plan and NEPA documentation on the Turtle Mountain Reservations, in North Dakota. The new forest management plan will include forest inventory analysis data, and if needed will include a harvest scheduling section based on the information outlined in the Forest Inventory Analysis. 2. PROJECT LOCATION: The project area will include all trust acres within the boundaries of Turtle Mountain Indian Reservation in northern North Dakota. 3. DETAILED SPECIFICATIONS: a. The contractor will analyze and compile BIA provided forest acreage and other resource information (climatic, habitat, range, soil, wildlife, watershed, etc.) as necessary to prepare a draft amendment of the current forest management plan document, in compliance with NEPA, and following the minimum content requirements shown on Exhibit A. The Turtle Mountain Reservation is considered Category 2 Reservation for Planning purposes. The contractor will ascertain the wants and wishes of the Tribe's and its members as to the management of their forest resources. Alternatives as considered in the NEPA phase of the project, and the preferred alternative used to amend the forest management plan, should be based on discussions with adult members of the Tribe's and the Tribal Councils. Reservation wide meetings, held at the District level, can be used to determine tribal member issues, wants and needs. Agency staff can assist in facilitating these meetings along with access to the Tribal Council. c. The BIA will provide access to all reference materials, as available, that cover the natural resources, and primarily the forest and woodland resources, of the Turtle Mountain Reservation. Materials may be available at the Agencies or Regional Offices, in Aberdeen, South Dakota, or in Billings, Montana. Resource information is also available within a GIS covering the Reservation lands. d. The BIA will provide copies of the current forest management plan, current environmental assessment, and current forest inventory analysis. These documents maybe in Microsoft Word, PDF or hard copy format depending on what is available. 4. DELIVERABLES a. Provide a 50% in progress review at an agreed to time, place, method and format prior to draft submission. b. Provide a draft Forest Management Plan and NEPA document in hard copy and on a CD in MS Word 2003 or newer Word document. c. Provide a final Forest Management Plan and NEPA document hard copy and on a CD in MS Word 2003 or newer Word document. 5. SCHEDULES a. The final Forest Management Plan and NEPA document shall be delivered no later than September 30, 2013 b. The BIA shall be given thirty (30) working days to review the draft and submit a written response to the contractor. The contractor shall be given thirty (30) days to incorporate BIA comments and issue a final report. c. The contractor can invoice the following amounts at the following milestones: i. 35% in progress review ii. 35% draft submission iii. 30% final submission CONTRACT CLAUSES: The following clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In paragraph (a) of FAR 52.212-5 the following applies: FAR 52.233-3, Protest After Award (Aug 1996) (31 U.S.C. 3553); FAR 52.233-4, Applicable Law for Breach of Contract Claim (Oct 2004) (Pub. L.108-77, 108-78). Evaluation Criteria: The contract for writing the New Forest Management Plan and Environmental Assessment will be awarded to that offeror who submits the proposal which is most advantageous to the Government considering all terms, conditions and prices. The following criteria will be used to determine the most advantageous offer to the Government. "Qualifications and Experience of specific key personnel who should have previously performed both forest management planning and NEPA documentation development. "Demonstrated experience in preparation and completion of Forest Management Plans and Timber Harvest Scheduling. "Technical Proposal with general portrayal to evaluators that offeror's firm has a thorough understanding of the work and complexities involved. "Broad perspective of natural resource management to incorporate alternative forest management uses beside traditional logging such as found in the USDA Forest Stewardhip Program assessing results of current and proposed forest management strategies on other natural resource and to address these in new environmental assessment and forest management plan. Proposal Preparation Instructions: 1. Organization of the Work; 2) Timetable for performance of project; 3) Methods and procedures that will be used to accomplish work in accordance with contract specifications 4) Resumes of all key personnel involved in the project. Resumes must include detailed and specific account of the work history, dates of employment, specific project information and name of institution from which a degree was conferred, the type of degree and the date. 5) Information from 3 recent and relevant past performance projects.
