- Clauses AMENDMENT TO NOTICE: INCLUDED FULL STATEMENT OF WORK AND LIST OF DELIVERABLES. NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a purchase order to Natural Resources Consultants, Inc., a small business located in Seattle, WA. Fatal traumatic injuries in commercial fishing have led this industry to be one of the most hazardous in the United States, and many other nations. The International Labor Organization (ILO) and Food and Agriculture Organization estimate that 7% of all worker fatalities worldwide occur in the fishing industry, despite that industry accounting for less than 1% of the worldwide workforce. The fatality rate for U.S. commercial fishermen was 128 per 100,000 workers per year (1992-2008), 27 times the overall U.S. occupational fatality rate (4.8 per 100,000 workers per year, CFOI, 1994-1998). In October 2006, NIOSH Alaska Pacific Office (APO) expanded the commercial fishing project to identify risk factors for this dangerous industry for the entire country. In order to accurately assess the risks in commercial fisheries among different types of vessels, the work force must be estimated. Having accurate workforce estimates will allow the APO to calculate rates and compare fishing operations to each other to identify the most hazardous. Since each fishery is different, number of fishing days, vessels, and crew sizes varies greatly. The purpose of this purchase order is to update the workforce estimates of regions around the country for several years and to establish workforce estimates for the Gulf of Mexico Shrimp Fleet. Specifically, the contractor will apply the NRC/NIOSH APO protocol to update the estimates for fisheries in Alaska (2010-2012); Washington, Oregon, and California (2010-2012); East Coast (2010-2012); and Gulf of Mexico Shrimp Fleet (2000-2012). Deliverables will include: a written report and electronic data for all fisheries workforce estimates for Alaska (2010-2012); Washington, Oregon, and California (2010-2012); East Coast (2010-2012); and Gulf of Mexico Shrimp Fleet (2000-2012). This will contain all methods and assumptions made when gathering the data, including fleet components, number of vessels, number of operational days, and average crew size. A complete list of references should be included. The format will be similar to previous reports, dated November 2000, March 2006, and September 2010. All electronic files to be delivered in MS Word or Excel format sent via e-mail to the Project Officer. Period of Performance will be 12 months from date of award. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Natural Resources Consultants, Inc. as the only source and a purchase order will be issued without any additional notices being posted.
