Description
Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Hamilton Robotics Inc., 4970 Energy Way, Reno, NV 89502-4123 for the Hamilton Robotic System. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The FBI provides forensic biological services for the FBI and other duly constituted law enforcement agencies to support investigative and intelligence priorities through evidence testing using forensic serological and nuclear DNA methodologies. The FBI needs a Hamilton Robotic System in direct support of their mission. The Hamilton Robotic System includes software customization by Sorenson Forensics that will enable the FBU use of multiple extraction, quantification, and amplification chemistries. The Hamilton Robotic System is an automated instrument that can be programmed for multiple extraction chemistries at the same time, therefore will save the FBI in labor and cost. The Hamilton Robotic System can be used for all three steps of the FBI process on the same platform: extraction, quantification set-up, and amplification set-up. In addition, the Hamilton Robotic System/software customization package has the ability to accommodate commercially available kits that should become available in the future as well as the ability to adapt to the evolving needs of the FBI. The Hamilton Robotic System would increase and simplify sample processing, enhance versatility between chemistries, and conserve space within the FBI. The Hamilton Robotic System is a sole source product manufactured and sold by Hamilton. Hamilton does not sell this system through any distributors or resellers within the United States. The Hamilton Robotic System is the only automated instrument that can be programmed for multiple extraction chemistries at the same time. The Hamilton Robotic System is also the only automated instrument that can be used for all three steps of the FBI process on the same platform: extraction, quantification set-up, and amplification set-up. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Hamilton Robotic Inc., as no other vendor is capable of providing the Hamilton Robotic System that is needed for the direct support of the FBI's mission. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 8:00 am, EST, by June 19, 2012, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
