- The United States Postal Service (USPS) is seeking sources for upcoming FY 13 requirements to relocate Flats Sequencing Systems (FSS) from their current operating sites to new processing centers. The FSS is a large specialized mail processing platform which contains numerous components and subassemblies. Each system accounts for approximately 50 semi-tractor loads of material. This notice seeks information from potential sources of supply that have recent experience in relocating large and complex electro-mechanical systems. Suppliers must have the capability to perform a baseline inspection and test, teardown, move, re-install, calibrate and then retest the system to the pre-move performance levels. This is a request for information only and is not a solicitation to purchase equipment or services. The USPS intends to use the information gathered through this announcement to pre-qualify multiple sources for the opportunity to submit proposals for future solicitations issued. Performance under any resulting contract(s) is estimated to occur in calendar year 2013 and beyond. Background Northrop Grumman Systems Corporation designed and installed, together with other subcontract sources, the current FSS and deployed a total of 100 systems at 47 sites throughout the United States. The system sorts flat mail into letter carrier Delivery Point Sequence. The USPS currently is planning to move 10 to 12 FSS machines to new sites to increase productivity of its flats operations, however the final number of moves will be determined by future mail volumes and operational needs. The relocations are anticipated to start early in calendar year 2013 and continue through 2014. Several machines may need to be moved at the same time. As noted above, the FSS is a large and complex machine with a footprint of 15,000 sq. ft. and a total operational floor space of 30,000 sq. ft. The maximum height of the machine is 18 ft. The original deployment required almost 50 semi-tractor loads of material per system. The system is comprised of a Stand Alone Mail Prep (SAMP) system and the FSS Main system. Pre-qualification Process Pre-qualification is a process whereby a supplier's ability to meet certain USPS requirements is evaluated. The Postal purchase team will review and evaluate documentation submitted by interested suppliers in accordance with the evaluation criteria listed in this announcement. To receive credit for evaluation purposes, suppliers must meet all of the requirements and submit adequate documentation demonstrating an ability to perform or capabilities as requested. Failure to address an item or submit the required documentation will reflect negatively in the evaluation process for purposes of becoming prequalified. After the purchase team reviews and analyzes supplier responses based on information requested in this pre-qualification process, suppliers may be placed on the pre-qualified list. All qualified suppliers may not be placed on the pre-qualified list if the purchase team decides (1) a smaller group will provide adequate competition, or (2) that some suppliers are considerably more qualified than others, thereby precluding opportunities for the less qualified. During this process, each prospective supplier can be assured of the following: All suppliers will be treated fairly and objectively. The inclusion or exclusion of a particular supplier will be based on business decisions alone and will be judged solely on the predetermined pre-qualification criteria. Any sensitive business information provided by a supplier will be sufficiently protected from disclosure. The pre-qualification process does not constitute an assurance that a subsequent Request for Proposal (RFP) will be issued. However, when, or if a RFP is issued, it will be provided to those suppliers on the pre-qualification list. Should an RFP be issued, it may or may not result in an award, and the Postal Service reserves the right to make more than one award to procure the services required. The USPS may elect to use the information received in the responses to this pre-qualification process to satisfy subsequent business needs. Late Submissions Any document received at the office designated in the pre-qualification package after the date and time specified for receipt will not be considered unless it is received within a time frame which does not affect the ongoing or completed evaluation, and consideration of the submission is determined by the contracting officer to be in the Postal Service's best interest. Relocation Requirements Potential sources must demonstrate they have the ability, material, equipment and personnel resources to perform the following relocation requirements: The FSS relocation supplier shall establish a functional capability baseline for each machine by visually inspecting the machine and noting cosmetic defects and then test each machine at the originating site prior to teardown and transport to a new site. The FSS relocation supplier will package, securely transport and re-install the FSS at a new site utilizing the USPS provided Technical Data Package and the Relocation Guide, as needed. Note: The relocation manual is not comprehensive, so some knowledge of the FSS and its workings are essential to perform the relocation. At the new sites, each FSS will be required to meet or exceed the baseline level of performance documented prior to teardown, as verified by a post-installation test. It is anticipated that the initial FSS relocation may take as long as 16-20 weeks to complete. The supplier must be capable to perform some field wirings and minor electrical/mechanical alterations to the machine during the re-installation phase. Pre-Qualification Evaluation Criteria Potential sources must demonstrate the ability to perform system-level baseline inspection and test, removal, transport, re-installation and final test. At a minimum, suppliers must possess the following qualifications: 1. Performance Capability : Provide information demonstrating that your company has the necessary experience, operational controls and other technical skills necessary to ensure superior performance and fulfillment of the relocation requirements. Information must include a high level plan on how you would accomplish a move of large equipment similar to an FSS System including integration at the new site. The information must address: a. Your management system b. How you control field operations c. Information concerning in-house resources or sub-contractors to comply with these requirements. It is considered beneficial to detail qualifications of Key corporate resources that might provide services under any resulting contract, and whether the responder has any personnel with unique FSS system knowledge. 2. Current and Past Performance : Document your experience in projects of similar size and scope. Experience in performance on government contracts, particularly Postal Service contracts, will be considered favorably. The supplier shall, at a minimum: a. Document a minimum of (3) years of experience in relocating large and complex electro-mechanical systems. b. Provide references addressing relevant past performance and experience performing work of comparable scope, complexity and relevance to the relocation requirements. These references should be able validate that you have completed your projects on schedule, have a commitment to customer satisfaction, and that you have high integrity and ethics. 3. Quality System : Provide documentation of your quality control system, including quality controls on subcontractors and your quality assurance process. 4. Financial Responsibility : Supplier must provide sufficient information that a positive determination can be made that they have sufficient resources/operating capital to ensure successful contract performance. Financial information to include, but is not limited to your most recent: · Certified balance sheet · Profit and loss statement Schedule & Deliverables The pre-qualification process is not a solicitation. Pricing is not an evaluation factor in the pre-qualification process; therefore, business packages must not include any pricing information. To receive credit for evaluation purposes, suppliers must meet all criteria and submit all adequate documentation. Suppliers must address each of the requirements listed under Pre-Qualification Evaluation Criteria independently and in-depth. Statements to criteria such as "will comply", or the like, will reflect negatively in the evaluation scoring. For standardization, please address and tab each individual criterion separately by the number listed under Evaluation Criteria. Section headings must match the evaluation criteria. Please clearly mark each sheet containing confidential and proprietary information. Pre-qualification submission is limited to 50 pages (8.5 x11- single sided, minimum 10 point font). This does not include the table of contents page, past performance references, financial information or screen print items (limit screen print items to 2 pages per criterion). Interested parties shall submit a total of six (6) hard and six (6) soft data copies of their response to Ms. Tammi Robinson-Minor on or before 4:00 PM EST, Friday August 10, 2012.
