Description
DRAFT DATS PWS This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors other than WESTEST with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to provide training and technical support services. These services are to support the WESTEST 2000 Digital Analog TEST STATION (DATS) and associated SUPPORT EQUIPMENT, COMMERCIAL EQUIPMENT, ITA'S, COMPUTER, & SOFTWARE. The Air Force is in the process of preparing documentation to gain the required approval to issue a sole source Justification & Approval (J&A) for proposal to WESTEST which has supported the Air Force in this capacity for the past several years. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. WESTEST is the only known source that has the requisite expertise of executing required training and technical services to support the WESTEST 2000 Digital Analog TEST STATION (DATS). WESTEST is one of the Original Equipment Manufacturer (OEM) for the WESTEST 2000 Digital Analog TEST STATION (DATS) used by Hill Air Force Base and Kadena Air Force Base. The Ogden Air Logistics Center (OO-ALC) and the Hill Air Force Base is designated as the source of training for all WESTEST 2000 Digital Analog TEST STATION (DATS). Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and service specific response presenting sufficient information to substantiate that they: (1) possess the necessary skills and resources to provide maintenance for the WESTEST 2000 Digital Analog TEST STATION (DATS) and (2) possess the necessary skills, resources and expertise to provide training on the WESTEST 2000 Digital Analog TEST STATION (DATS). This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy, Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted by: August 10, 2012 6:00 pm MST to ashley.meibos@hill.af.mil. Questions will be accepted electronically directly from the requestor. The Government will post responses to industry questions within the Federal Business Opportunities (FBO) website. When responding to (1) & (2) above, please include answers to the following: 1. Company Name and Cage code 2. Who is your POC please provide email address and phone number. 3. Please describe your experience with same or similar items,. 4. Suggested NAICS Code 5. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUBZone, SDVOSB, etc.) 6. Would you be a prime or subcontractor? 7. Response to (1) & (2) above.
