- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Government intends to solicit and negotiate with Siriraj Hospital under the authority of FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The Siriraj Hospital and its many affiliated institutions are uniquely qualified to recruit, enroll, and collect 10,000 sputum specimen from patients with suspected TB. The Siriraj Hospital has an active, tuberculosis laboratory configured to process and assay large numbers of TB infected sputum samples. At present, there are no other sources in Thailand capable of adequately performing these needed services. The now required services are part of the NIAID Biodefense Interagency Agreement between NIAID and USAMRMC. It is paramount that this research project's results be scientifically sound and therefore capable of withstanding the greatest amount of scientific question and scrutiny. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
