NOTICE: If you are viewing this announcement on FEDBIZ OPS, you must go to the following web address to view the full announcement and all associated attachments:https://faaco.faa.gov The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals for technical services pertaining to aircraft Software and Digital Systems (SDS) in support of the Advanced Aircraft Systems and Avionics Research Program. Specific support involves research in the following major technical areas: Software Development Techniques and Tools; Airborne Electronic Hardware Design Techniques and Tools; Onboard Network Security and Integrity; and System Considerations for Complex Digital Airborne Systems. Screening Information Request (SIR) DTFACT-12-R-00021 solicits proposals which will result in the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee Contract. The contract period of performance will be five (5) years. Delivery Orders issued under the contract will be on a Cost Plus Fixed Fee (Completion) basis. Offerors are requested to submit both a Technical and Cost proposal in accordance with the instructions contained in Section L of the Solicitation. Evaluation of the technical proposal will be based on the following three (3) factors which are detailed in Section M of the solicitation: (1) Technical and Management Approach; (2) Key Personnel and (3) Contractual Past Performance. For evaluation purposes, technical is considered more important than cost. Award will be made on a best value basis. This is a full and open competition. The following NAICS code is for information purposes only: The NAICS code is 541712. Interested parties are directed to the attached SIR. All questions/inquiries must be provided in writing to sharon.spector@faa.gov no later than 4:00PM local time, Monday, July 23, 2012. Hard- copy proposals must be delivered to the Contracting Officer no later than 2:00pm local time, Monday, August 06, 2012. This Solicitation does not commit or obligate the Government in any way. Offerors are cautioned to review all attachments. Any amendment (s) issued to this SIR will be published at this web site, and therefore, it is the offeror's responsibility to visit this web site frequently to obtain updates on this procurement.
