- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Government intends to solicit and negotiate with Mahidol University in Phutthamonthon Thailand under the authority of FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The required services require the Vaccine Trial Centre (VTC) in collaboration with the Armed Forces Research Institute of Medical Sciences (AFRIMS), to conduct an inpatient multi-dose trial in Thai adults of the oral live attenuated Shigella sonnei vaccine WRSS1 followed by challenge with wild type Shigella sonnei 53G. The VTC at the Mahidol University Faculty of Tropical Medicine is uniquely qualified to perform and conduct vaccine trials and challenge with oral live agents. The VTC was especially constructed as an isolation ward with a triple septic system for the conduct of oral live enteric vaccine studies. At present, there is no other facility in Thailand or Southeast Asia capable of adequately performing these needed services while meeting the requirements for the safe handling of Shigella infected wastes. In this instance, the services must be obtained in Thailand as the facility and trained are located in Thailand and it is not feasible to relocate from Thailand. The now required services are part of the National Institute of Allergy and Infectious Diseases (NIAID) Biodefense Interagency Agreement between NIAID and United States Army Medical Research Medical Command (USAMRMC). It is paramount that this research project's results be scientifically sound and meet US regulatory requirements and therefore capable of withstanding the greatest amount of scientific question and regulatory scrutiny. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
