- The National Institute of Standards and Technology seeks information on vendors that are capable of performing a detailed baseline facility condition assessment of approximately 565,000 gross square feet of building space, site utilities, and infrastructure at its 205 acre site in Boulder, Colorado. Vendors will also conduct a sustainability assessment of all buildings over 5,000 square feet to meet the requirements of Executive Order 13423- Strengthening Federal Environmental, Energy, and Transportation Management. The proposed contract action requires consistency with the methodology and techniques used to complete the recent facility condition and sustainability assessments at NIST in Gaithersburg, MD, in order to have a unified real property portfolio. This proposed contract action also requires that the TECfms asset management software that was customized for use at NIST in Gaithersburg, MD, be utilized for Boulder data storage to ensure that data analysis and management tools, and that facility management report formats, are the same for all NIST facilities as this information is provided to entities such as the NIST Directors Office, the Department of Commerce, the Office of Management and Budget, and Congress, as part of budget submission requests for facility management appropriations. The contractor will provide input of the field gathered data into the existing NIST TECfms asset management software application and will provide consulting services to ensure that NIST Boulder has an effective facility management program that is consistent and compatible with the intended use and functionality of the TECfms software application that was developed for NIST Gaithersburg. The contractor will also provide consulting, system maintenance, and trouble call support for the NIST Boulder portion of the TECfms software application for the duration of the contract. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the services. After results of this market research are obtained and analyzed and compared with NIST's requirements, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541620 - Environmental consulting services, with a small business size standard for such requirements of $14 million. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the item identified in the attached Statement of Work. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to ten (10) pages or less. Responses should include the following information: 1. A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; 2. Provide a list of projects completed in which the prime contractor has provided a sustainability assessment to meet the requirements of Executive Order 13423 - Strengthening Federal Environmental, Energy, and Transportation Management and providing a facility condition assessment report for an area similar in size. 3. Approach for inputting data into an existing application. 4. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than July 23, 2012. The capability statement shall identify the business status of the organization. Only electronic or mailed statements will be accepted. Faxes will not be accepted.
