Visitor Request Form Paint Booth Questions and Answers Paint Booth Drawings SF1449 with DRAFT SOO THIS IS A PRESOLICITATION AND SITE VISIT NOTICE WITH A DRAFT STATEMENT OF OBJECTIVES FOR THE DESIGN, REPLACEMENT AND SUSTAINMENT OF THE ALC HELICOPTER PAINT BOOTH SYSTEM LOCATED AT THE U.S. COAST GUARD AVIATION LOGISTICS CENTER, 1664 WEEKSVILLE ROAD, ELIZABETH CITY, NC 27909. A previous solicitation for this requirement was issues as a Small Business Set-aside. This effort will be re-solicited as unrestricted full and open competition. Please note that some of the requirements have significantly changed from the initial solicitation. For ease of identification these substantive changes are highlighted in yellow throughout the draft Statement of Objectives. The contractor shall provide all labor, materials, equipment, transportation, supervision, and accessories necessary for a complete and operational "turn-key" design and installation of a helicopter paint booth system to include removal of a current helicopter paint booth, a mezzanine storage area, and relocation of two parts painting booths. The paint booth system shall support the simultaneous mechanical/pneumatic application of paint and primer of two separate Coast Guard helicopter airframes. Capabilities that shall be required include but are not limited to the following: • Temperature control 50-95 degrees Fahrenheit • Maintain relative humidity within a range of 30-80% • Lighting 150 ft-candles (at 3 ft height) • Air velocity 100 linear ft per minute • Compliance with current RCRA part B and North Carolina Air Permit issued to Base Support Unit (BSU) Elizabeth City THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP). PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. HSCG 38-12-R-410024 is assigned for tracking. Site visit attendance is NOT mandatory for proposal submission. Vendors are authorized to take pictures of the paint booth area. Pictures are restricted to this area. The site visit is scheduled for 7/27/2012 at 8:30 AM EST. Please arrive at the gate 30 minutes prior. Attendees must submit by e-mail a completed visitor request form. The visitor request form is attached. Your visitors request must be received not later than 7/23/2012, 12:OO PM, EST, to Judith Knotts at Judith.A.Knotts@uscg.mil with a copy to Mr. Johnnie Barnett at Johnnie.H.Barnett@uscg.mil. Gate access will NOT be granted without prior submission and approval of visitor information. A valid drivers license, proof of insurance and current vehicle registration card are required. Location: Building 7. Enter Front Gate, First Left, 2nd Building on left. The presolicitation draft SOO will not be available. Please print and hand carry a copy if needed. Questions will NOT be addressed at the site visit. All site visit questions must be submitted by e-mail to Judith Knotts, with a copy to Johnnie Barnett by the close of business NOT later than 7/31/2012, 4:00 PM. Answers to the questions will be published the following week on FedBizOps. It is anticipated that a Request for Proposal and final Statement of Objectives will be released for a firm fixed price contract in accordance with Federal Acquisition Regulation FAR 12, Acquisition of Commercial Items on or about 7/31/2012. The Contracting Officer has determined that Government contract financing is not available for this requirement. The applicable North American Industrial Classification Code (NAICS) is 332312. This requirement is unrestricted (full and open).
