- SUBCONTRACTING NETWORKING SESSION : Mobile, Alabama. Design Services (A/E) contract for the proposed New Mobile Courthouse, Mobile, Alabama. The Government intends to award one contract for Architect-Engineer Design Services. THIS IS NOT A REQUEST FOR PROPOSAL. On Wednesday, July 25, 2012 @ 1:00-3:00pm, (CST), The General Services Administration (GSA) will conduct a Networking Session for interested architect, engineering and/or related firms who may be interested in interviewing with the Short-listed Design Firms as possible consultants (subcontractors) for the Design Services contract for the New Mobile Courthouse, Mobile, AL. This Networking Session will be conducted in the Alabama Service Center, GSA Public Building Services, 201 Saint Michael Street, Mobile, Alabama 36602. The contract to be awarded will be a firm-fixed price- Architect-Engineer Design Services contract for the proposed New Mobile Courthouse. The scope of professional services will require a full range of architectural, engineering, and associated building design disciplines over the course of the design and construction phases, including but not limited to, interior design, landscape architecture, Building Information Modeling (BIM), cost estimating, and related consulting services. The Project is also to include GSA design standards for secure facilities; conformance to the P-100 (Facility Standards for Public Buildings); High Performance Green Building (HPGB) technologies and strategies, LEED Gold NC Certification as defined by the U.S Green Building Council (USGBC); and customer agency requirements. The building shall be designed to meet the energy performance goals established by GSA and these performance goals will be verified through a total building commissioning process contracted for by GSA outside the scope of this contract. In addition, post construction contract services (PCCS) may be required to gather data in connection with LEED certification and meeting other performance goals. The estimated project construction cost range is $70 million to $80 million. This construction cost range excludes the cost of the design effort in the proposed design contract. The effort will commence with pre-design studies and successive concept development and continue through to 100% construction documents and post-construction services. GSA anticipates using a construction manager-as-constructor (CMc) contract in conjunction with the A/E services contract for various quality assurance and cost management functions. All contracts for CMc and CMa will be directly with GSA. The completed construction documents will provide the basis for the final negotiated price with the CMc for construction services. Subcontracting Networking Sessions are intended to affirm GSA's recognition of the talent that exists in the business community and its commitment to opening a dialogue between qualified firms in the community which may be qualified to bid as consultants with the shortlisted firms. A/E Design Firms are advised that at least 35% of the level of contract effort must be performed in the State of Alabama. This session will afford the short listed firms the opportunity to meet local firms which may assist in fulfilling this requirement. At this Networking Session, firms capable of providing architect, engineering and/or related services will be given an opportunity to meet the GSA Project Team, listen to an explanation of the scope of the contract and the contract procedures and methods, to participate in a question and answer session with Project Team members and to interview one-on-one with the short listed firms. All participants need to be aware that the Federal government is prohibited by law from attempting to influence the selection or non-selection of consultants/subcontractors. Any contracts which may result from an interview at this session will be strictly private sector arrangements. The Government will not be a party to them.
