Description
Photo Voltaic Solar Array Installation Simplified Acquisition Procedures Photo Voltaic Solar Array Installation Photo Voltaic Solar Array Installation Photo Voltaic Solar Array Installation Pacific Southwest Research Station has a requirement to install six ground mounted photo voltaic solar arrays and all necessary equipment to tie into an existing back-up diesel generator system. The Government contemplates award of a firm-fixed price contract resulting from this solicitation. Work will be in accordance with attached Statement of Work. This solicitation and subsequent award will be in accordance with Simplified Acquisition Procedures, FAR Part 13. IAW FAR 52.204-6, Data Universal Numbering System (DUNS) number and FAR 52.204-7, Central Contractor Registration, domestic vendors are required to be registered in CCR in order to be awarded a Government contract. Please provide the following information along with your quote: DUNS # __________________ Federal Tax ID # _______________ FAR 52.236-27 Site Visit (Construction) (FEB 1995) Alternate I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any award as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for: July, 24 2012 at 10:am (c) Participants will meet at: Institute of Pacific Island Forestry, 60 Nowelo Street, Hilo Hawaii, 96720 FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984) The Contractor shall be required to (a) commence work under this contract within __15____ calendar days after the date Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than ___60____ days after the effective date of the notice to proceed. The time stated for completion shall include final cleanup of the premises. AWARD DETERMINATION Award will be made to the offeror whose acceptable offer provides the best value to the Government, considering price and the non-price factors listed below. Understanding of the Government's Requirements. The Government will evaluate each offeror's relative understanding of the Government's requirements on the basis of its written submittals addressing the following subfactors: a) Any information that indicates the extent to which the site for this project was visited. b) The results concluded from the site visit. c) The resources (personnel and equipment) which are planned for use on the project, and how realistic that plan is given concurrent obligations. d) Site-specific safety plan. e) Plan of work. f) Verification of required warranties, licenses and certifications. Contractors please submit your quote using the attached "Schedule of Items", and forward to my attention not later than bid closing date of 30 July, 2012. Information pertaining to "Understanding of the Government's Requirements" shall be forwarded to my attention along with quote>
