CONTRACT INFORMATION: Architect and Engineering services, procured in accordance with Public Law 92-582 (Brooks A-E Act) as implemented in FAR Part 36.6, are required to support delivery of Construction Management and Engineering Services (CMES) to activities and organizations within or assigned to the Detroit District, U.S. Army Corps of Engineers. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. See Numbered Note 24 for general information on the A-E selection process. One indefinite delivery type contract will be negotiated and awarded with a base period not to exceed one year and three option periods not to exceed one year each. The proposed services will be negotiated and obtained through the issuance of individual, fixed-price task orders. The ceiling for the base year and each option year is $500,000. An option may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Individual, fixed-price delivery orders will not exceed $500,000. The maximum ceiling for the base year plus the option years of the contract will not exceed $2,000,000. The minimum guaranteed amount for the base year and each individual task order is $5,000. This announcement is open to Section 8(a) businesses located in the State of Michigan. Negotiations will be held with the highest qualified firm. If a satisfactory agreement cannot be reached with firm number one, then negotiations will be held with the next highest firm in descending order until an agreement is reached. Subcontracting goals and a plan are not required for this contract. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The estimated award date of the contract is October 2012. The North American Industrial Classification System code is 541330, which has a size standard of $14M in average annual receipts. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR internet site at http://www.ccr.gov/ or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION: The work contemplated herein is for CMES on Civil, Military, and Environmental construction programs. Services will be requested on an as-needed basis, dependent on the level of construction workload and availability of internal resources. Services vary in nature and in duration. The focus of the proposed A-E services contracts is to support the U.S. Army Corps of Engineers in the administration and oversight of construction projects primarily in Michigan, but may also include projects in Wisconsin, Minnesota, or Indiana. 3. SELECTION CRITERIA: Firms must demonstrate in their submittal the ability to meet the selection criteria. The selection criteria are listed below in descending order of importance. Criteria a-f are primary factors. Criteria g is a secondary factor and will only be used as "tie-breakers" among firms that are essentially technically equal. a) Specialized Experience and Technical Competence: The prime firm and any subcontractors shall demonstrate recent (last 10 years) specialized experience and technical competence in the required quality and construction management services similar to that described in the Position Description section of this synopsis. The evaluation will consider education, training, certifications, registration, overall and relevant experience and longevity with the firm of key management and technical personnel. Demonstrate the experience of the prime firm and any significant subcontractors in working together. The individuals identified by project roles may not have dual roles. For each position/discipline listed below (except for Administrative and Environmental Engineer), provide the names of two (2) individuals and submit their qualifications and experience. For the Administrative and Environmental Engineer positions, submit qualifications and experience for one (1) individual. b) Professional Qualifications: Professional Registration is required for all of the following disciplines: Project Engineer, Civil Engineer, Electrical Engineer, Environmental Engineer, and Mechanical Engineer. c) Project Management: The Project Management Plan shall include the following: The team structure described with an organizational chart to include: key management personnel names and their title, key quality control/assurance and construction management personnel and their title, ability to mobilize, overall management approach to implementing and maintaining the requirements described in the synopsis, the process for resourcing the positions/disciplines in a timely manner (including procedures for evaluating personnel qualifications and experience, security considerations, and hiring ) the positions and disciplines described herein. Demonstrate ability/capacity to acquire additional personnel to fill positions if needed. If personnel other than the individuals identified for this contract are to be substituted or added, then the qualifications and experience for those personnel must be better than or equal to those previously approved and will be subject to approval by the Government. The plan shall also include the process for establishing and maintaining effective quality control/assurance, means of communication with USACE project personnel on a daily basis, and the process and schedule for delivering invoices. d) Past Performance: Past Performance on DOD and other contracts, preferably Corps of Engineers contacts, with respect to cost control, quality of work and compliance with performance schedules, as determined from ACASS and other sources. Firms may include documentation of past performance on recent similar contracts with other Federal agency, State and local governments. The firm must demonstrate an effective quality control program that has delivered high quality products, on time and within budget. ACASS is the primary source of information on past performance. ACASS will be queried for all firms submitting a proposal. The board may seek information on past performance from other sources including information from SF 330 Section F, but is not required to seek other information on the past performance of a firm if none is available from ACASS. The board will consider the relevancy of each performance evaluation to the proposed contract, including the type of work, performing office, age of the evaluation, and whether subsequent evaluations indicate a change in a firm's performance. A firm that has earned excellent evaluations on recent DoD A-E contracts for similar projects will be ranked relatively high on past performance. e) Capacity: The board will consider a firm's available capacity of key disciplines to perform work in the required time. Work is anticipated to be located mostly in Michigan, but may include locations in Wisconsin, Minnesota, or Indiana. f) Knowledge of the Locality: Demonstrate knowledge of the Great Lakes locality, including Michigan, Wisconsin, Minnesota, and Indiana, that the firm possesses to accomplish the A-E services to be provided. g) Volume of DoD Contract Awards: The overall most highly qualified firms will not be rejected solely in the interest of equitable distribution of contracts. Responding firms should cite all contract numbers, award dates and total negotiated fees for any DoD A-E contract awarded within the past twelve (12) months. Please indicate all Task Orders and Modifications awarded to your firm by DoD agencies within the last twelve (12) months under an indefinite delivery type contract. Indicate date of Task Orders and fee for each (this will be based on Part II, block 11 of SF 330). Do not include options that have not been exercised. Position descriptions for the key disciplines: The descriptions for the Administrative, Project Engineer, Contract Administrator, Engineering Technician, Construction Representative, Civil Engineer, Electrical Engineer, Environmental Engineer, Mechanical Engineer, and Cost Estimator positions are listed below. Administrative: Makes proficient use of automation equipment and software (word processing, spreadsheet, including Microsoft Office Suite, Excel, Power Point, Access, Outlook, Microsoft Project), to produce a variety of narrative and tabular material, e.g., correspondence, reports, memoranda, calendars, charts, statistical tables and various standard forms and documents. Prepares material from rough draft of clean copy; utilizes basic knowledge and skill of software to make insertions, deletions or move material about into proper format, and incorporate changes made by originator. Composes routine correspondence from brief notes, oral instruction, or on the basis of precedents. Uses simple editing functions to check accuracy of material, and stores, retrieves and prints material in final copy. Responsible for correct grammar, spelling, capitalization and punctuation of final copy. Retrieves, reads and prints data/messages from automated information and communication systems (e.g., e-mail), and provides copy to supervisor and/or individuals concerned. Maintains multiple project office files; handles multiple line phones; maintains spreadsheet, weekly updates, safety meeting minutes, RMS, RFI's; types correspondence, draft letters, and memorandums; makes inventories (office equipment, copier, photos, stamps etc.; processes mail, briefs, submittals, modifications, pre-construction conferences; and coordinates events. Uses electronic typewriter to produce documents not adaptable to computer equipment. Performs one or more of the following clerical tasks; receives visitors and telephone calls and refers them to the proper person who furnishes information requested; routes, controls and distributes mail to units of individuals in accordance with established procedures and knowledge of the organizations and personnel therein; maintains and classifies a variety of files involving many subject headings and subheadings; obtains, compiles and summarizes statistical data in accordance with specific instructions of standard procedures. Utilizes RMS (Resident Management System) and SPS (Standard Procurement System, PD2) to enter contract modifications into automated information systems. Project Engineer: Serve as Construction Project Engineer, responsible for accomplishing assigned engineering duties and responsibilities on several simultaneous projects. Contracts range in value from several thousand to several million dollars. Responsible for the overall management/control/coordination and execution of assigned projects. Implements corporate decisions/guidance/laws/regulations and policy in the development of the project and intermediate products in support of the project. Conducts construction management, contract administration, and quality assurance activities in accordance with established policies, procedures, and regulations. Analyzes design and construction issues with respect to contract requirements. Makes on-site decisions regarding compliance with contract provisions and environmental harmony, and exercises engineering judgment to affect a solution between conflicting plan details or requirements which become evident as construction progresses. Reviews the contractor's progress schedule and the corresponding percentages identified for each listed feature or component of work. Assures that the schedule items are reasonable, consistent, and proportionately balanced with percentages accurately represented for each corresponding work feature or component of work. Assures that the progress percentages relate to an approximately uniform or balanced monetary payment, and that work involved accurately represents the monetary proportional amount of the contract. Reviews contractor's submittals. Prepares correspondence for the COR's signature. Completes field investigations and provides detailed reports covering all pertinent factors affecting cost and engineering considerations. Prepares quality assurance plans for assigned projects. Prepares modification scopes of work for changes to include drawings and specifications. Prepares cost estimates, reviews contractor proposals and recommends objectives. Supports and/or participates in negotiations to reach a fair and reasonable settlement of contract time extensions and/or cost increase/decrease. Conducts pre-construction conferences. Provides upward reporting to project managers. Provides status reports on projects assigned to the district corporate leadership. Represents the District Commander serving as the district's primary point of contact for projects assigned. Contract Administrator: Performs a variety of Contract Administration duties which broadly defined will include: assist and provide guidance in contract administration matters; draft requests for proposals; analyze cost proposals and prepare cost and price analyses in support of audits. Prepare pricing for government estimates. Assist in negotiations regarding price adjustments to the contract; draft modification documents as may be required to meet specific regulations; prepare correspondence and determine quantities for processing progress payments. Develop pre-negotiation objectives in preparation for negotiations. Manage requests for Equitable Adjustments (REA) and claims as presented by the construction contractor. Conduct technical findings for each REA or claim and draft replies. Provide recommendations regarding merit or no merit; provides assistance in negotiating a cost settlement if applicable and drafting the modification. If a contracting officer's decision is required, develop a file with all pertinent data supported with an analysis for merit. Prepare analysis for use by the government in support of disputes or litigation. Provide specialized expertise regarding contract administration matters and prepare and make briefings to government representatives. Prepare modification/task orders packages to include scopes, specifications, drawings, and request for proposals. Utilize Corps of Engineers automated information systems including the Resident Management System (RMS), Standard Procurement System (SPS), and Corps of Engineers Financial Management System (CEFMS) as required to accomplish contract administration tasks. Engineering Technician: Receives and logs incoming submittals; communicates with project managers, resident engineers, construction representatives in matters pertaining to progress of submittal processing; forwards drawings and other technical submittals to the proper engineering department personnel; managing, organizing and filing all engineering and technical documents; manages files; gives presentations at the contractor's conference; manages DR CHECKS database; opens and closes reviews; contacts project managers about review completion; contractor liaison; delivers submittals to project managers and resident engineers; works in all areas of the Resident Management System (RMS); prepares modifications in RMS and the Standard Procurement System (SPS). Construction Representative: Serves as the Construction Representative responsible for inspection of Detroit District construction projects. Inspects all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods. Interprets contract plans and specifications relative to all phases of construction and make recommendations of the necessary changes to the project engineer. Inspects construction sites and progress, conferring with contractors' superintendents to resolve apparent differences, administers quality assurance programs related to projects, discusses changed conditions, administers quality assurance programs related to projects, discusses change conditions that occur during progress work to obtain the specific results intended, and discusses safety methods, working conditions and also changes, which would be beneficial to the Government. Consults with contractors relative to investigating the need for, and preparing data for, change orders. Contacts suppliers to expedite delivery of supplies. Initiates action to withhold payments to contractor for faulty work. Establishes detailed inspection requirements and control methods. Drafts change orders and modifications and recommends changes to aid conditions at the construction site or to expedite construction, and participates in all phases of contract administration including maintaining a good working relationship with contractor's personnel and local interests. The contracts to be administrated usually contain unique construction features, the use of highly specialized or novel equipment and methods, and varied construction features. Employee acts as a representative of management serving as a liaison between the agency and the contractor in assuring that the construction complies with contract plans and specifications. Civil Engineer: Provides professional civil engineering and construction management support by performing tasks such as: serves as a general project engineer providing professional and technical leadership; guidance, and expertise in managing contractor executed construction projects on behalf of the U.S. Army Corps of Engineers; serves as the organizational subject matter expert regarding national standards and practices for civil and structural engineering designs, soil and foundation analysis for horizontal and vertical construction, including but not limited to facility site layout, site drainage, geotechnical considerations, material selection and approval for roads, bridges, and structures; water treatment and distribution infrastructure and systems; and waste water collection and treatment infrastructure and systems; participates in design reviews and provides comments on contractor submitted civil engineering designs and plans for a variety of applications; provides quality assurance oversight, documentation of such oversight, and recommends corrective actions as required to ensure high quality performance on contractor executed civil engineering projects or project tasks; provides safety oversight, documentation of such oversight, and directs corrective actions as required to ensure worker safety during the performance of contractor executed projects or project tasks; assists the appointed contracting officer's representative and/or resident engineer in interpreting and enforcing contractual provisions regarding contractor civil engineering requirements and deliverables; documents and provides reports regarding contractor progress toward accomplishing contractual scopes of work; recommends authorization of progress payments based on observed contract progress to established quality standards and specifications; maintains professional files in a systematic, retrievable, and contractually enforceable manner. Electrical Engineer: Provides professional electrical engineering and construction management support by performing tasks such as: serves as the organizational subject matter expert on standards and practices for electrical engineering designs, system components, installations, and system construction, including but not limited to primary power generation and distribution infrastructure, commercial and industrial electrical systems, and residential electrical systems; participates in design reviews of and provides comments on contractor submittals; electrical designs and plans for a variety of applications; provides quality assurance oversight, documentation of such oversight, and recommends corrective actions as required to ensure high quality performance on contractor executed electrical projects or project tasks; provides safety oversight, documentation of such oversight, and directs corrective actions as required to ensure worker safety during the performance of contractor executed projects or project tasks; assists the appointed contracting officer's representative and/or resident engineer in interpreting and enforcing contractual provisions regarding contractor architectural requirements and deliverables; documents and provides reports regarding contractor progress toward accomplishing contractual scopes of work; recommends authorization of progress payments based on observed contract progress to established quality standards and specifications; maintains professional files in a systematic, retrievable, and contractually enforceable manner. Cost Estimator: Performs a variety of work relative to planning and evaluating construction methods and procedures for various technical engineering alternatives relative to project work, reviewing and/or preparing a wide variety of engineering estimates, coordinating with and advising others, and participating in bid opening and negotiation meetings as technical advisor or for informational purposes; plans, evaluates, reviews, and/or prepares a wide variety of engineering estimates; develops cost estimates for projects from feasibility to construction; recommends consideration of changes in plans which may result in greater economy through substitution of materials or simplification of construction; routinely takes necessary action to insure security of government estimates; advises supervisor or project managers of extremely difficult and/or controversial problems and matters of policy resulting from assigned estimating responsibilities and work assignments; suggests methods or procedures or additional studies required to resolve problems encountered; attends negotiation meetings, bid opening sessions, and board of review meetings; maintains files of current material prices and construction equipment first costs obtained from quotations by suppliers; provides technical review and/or guidance for lower graded branch technicians involved in estimate preparation. Must demonstrate minimum 2 years experience preparing cost estimates with MII cost estimating software. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit six copies of SF 330 Part I and two copies of SF 330 Part II for the prime firm and all consultants to the U.S. Army Corps of Engineers, Detroit District, 477 Michigan Avenue, Room 700b, Detroit, MI 48226, ATTN: Contracting, not later than 2:00 PM (Eastern daylight time) on 27 July 2012. Regulations require that the selection board not consider any submittals received after this time and date. The SF 330 should specifically address the requirements of this announcement. The firm shall present an organization chart and a narrative describing how the organization will function, including how the QA/QC plan would be implemented. The firm shall clearly identify those functions to be subcontracted out and indicate to what office location. Include the firm's DUNS number for the prime and key subcontractors in SF 330, block 10. Facsimile transmissions will not be accepted. Solicitation packages will not be provided. As required by acquisition regulations, interviews for the purpose of discussing prospective contractor's qualification for the contract will be conducted only after submittal review by the selection board. Interviews will be conducted by telephone. 5. PAGE LIMITATIONS: Section E shall be limited to 1 page per individual. Section F shall be limited to 10 projects, 20 pages total. Section H shall be limited to 20 pages and include a Project Management Plan with an organizational chart. Each printed side of a sheet of paper will count as a page. Font size shall be 10 or larger. Pages in excess of the maximums listed will be discarded and not used in evaluation of the selection criteria. Cover letters, company literature and extraneous materials are not desired and will not be considered. Personal visits to discuss this announcement will not be scheduled.
