- Description
- The Defense Logistics Agency Energy (DLA Energy) seeks to identify and obtain information from, responsible sources in connection with the privatization of the following distribution systems: sewer (NAICS 221320), water (NAICS 221310), electric (NAICS 221122), and natural gas (NAICS 221210), at Grand Forks Air Force Base (AFB), ND and at Cavalier Air Force Station (AFS), ND. Privatization is defined as the conveyance of a utility system to a municipal, private, regional, district, or cooperative utility company or other entity. The conveyance may consist of all right, title, and interest of the United States in the utility system(s). Utility Privatization (UP) will be accomplished in accordance with 10 U.S.C. §2688 - Utility Systems: Conveyance Authority. It is intended that privatization will reduce the Government's life cycle costs. The resulting privatization will include the ownership interest, operation, and maintenance of the system(s). The new owner shall operate and maintain the system(s) and provide utility services to the Government. The Contractor shall furnish all management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental items or services required for the complete ownership and provision of utility services by the use of these utility systems being privatized, including operation, maintenance, repair, upgrades, and improvements to the utility systems. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the utility system(s) new owner's responsibility. This is a Sources Sought Notice (hereinafter "Notice"). This Notice is an essential step in determining market interest and feasibility in accordance with FAR Part 10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. If determined appropriate, then both a synopsis and a solicitation may be anticipated in the October - November 2012 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. This Notice shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The Government is not bound to make any awards under this Notice. Interested parties should provide a statement of interest on company letterhead by no later than 4:00 pm ET on August 17, 2012. Responses are preferred via email, but hard copies and facsimiles will also be accepted. If the statement of interest will be provided via hard copy or facsimile, please notify the primary or secondary point of contact listed above in advance to ensure receipt. At a minimum, the statement of interest shall address the following criteria: (1) the installation(s) for which the party is expressing interest (Grand Forks AFB, Cavalier AFS, or both); (2) capability and experience in the ownership and/or leasing, operation, and maintenance of sewer, water, electric, and natural gas systems; (3) financial capacity with regard to leasing or ownership interest, expansion, and operation of utility systems; (4) understanding of any applicable state or local utility law or franchise requirements, and capability of complying with such requirements; (5) understanding of the federal, state, and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state for which the utility is located; (6) a primary point of contact, including phone number and email address; and (7) business size (other-than-small, small, or an subcategory of small business) relative to the NAICS codes 221320, 221310, 221122 and 221210. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. Installation Description Grand Forks Air Force Base Description Grand Forks AFB, located 15 miles west of the City of Grand Forks, in Grand Forks County, North Dakota, is an active military installation. The Base is bordered on the south by U.S. Highway 2 and on the east by County Highway B3. Grand Forks AFB occupies approximately 5,000 acres and contains approximately 200 buildings not including Military Family Housing. The 2008 Base population is approximately 5,000. Grand Forks AFB employed more than 3,000 personnel in 2008. The total economic impact of Grand Forks AFB was greater than $430 million in 2008. Additional installation information may be located at: http://www.grandforks.af.mil/ Cavalier Air Force Station Description Cavalier Air Force Station (AFS) is located in the northeast corner of North Dakota on the western edge of Pembina County, 14 miles southwest of the county seat, Cavalier, North Dakota. The area surrounding Cavalier AFS is sparsely populated, consisting of pasture, wooded areas, cultivated cropland, bodies of water, and few incorporated, industrial, or urban areas. Agriculture is the primary industry in Pembina County. The Station's 10th Space Warning Squadron (SWS) provides tactical warning and attack assessment of sea-launched and intercontinental ballistic missiles launched against the continental United States and southern Canada. Additionally, the 10th SWS provides surveillance, tracking, and space object identification support for the space surveillance network. Construction of Cavalier AFS began in 1970 and it became operational 5 years later. In 1985, six military family housing duplexes were relocated from a site near Nekoma, North Dakota, to Cavalier AFS. In the 2000s, two military housing units and a new guard gate (Facility 711) were constructed at Cavalier AFS. Cavalier AFS, through the procurement of local goods and services as well as military and contract payrolls, contributes significantly to the local economy. The Installation employs about 150 military, Department of Defense (DoD) civilian, and civilian contractor personnel. The annual payroll contributes to the economies of 21 local communities. Cavalier AFS's fenced boundary encompasses approximately 278 acres. The installation is divided into two primary sections: the industrial area and the tactical area. In the industrial area, there are approximately 36 structures and buildings; in the tactical area, there are approximately six structures and buildings. The total square footage of facilities on Cavalier AFS is approximately 420,011 square feet (SF). Of the 420,011 SF, the industrial area has about 139,651 SF and the tactical area has about 280,460 SF. According to the current installation master plan, which provides information on future growth, Cavalier AFS "projects a continuation of the current mission with no significant increase or decrease in assigned personnel."
