- The National Park Service intends to issue a Request for Proposal (RFP) for clearing scenic vistas on the Blue Ridge Parkway. The solicitation P12PS23261 will be issued electronically and will be available on or about August 1, 2012. The NAICS code for this procurement is 561730 and the size standard is $7.0 Million. The Government intends to award a firm-fixed price commercial services contract based on the proposal that represents the best value to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Par 15, Negotiations and FAR Part 19, Small Business Programs. This solicitation is set-aside for small business. Description: The work of this contract consists of clearing scenic vistas along the Blue Ridge Parkway in North Carolina and Virginia. The contractor shall provide all labor, equipment, supplies and supervision to successfully perform this contract. The work includes cutting trees, shrubs, briars and vines within specified depths of included vistas to provide clear and unobstructed views per the Request for Proposal and attachments. The Blue Ridge Parkway is a 470 mile scenic highway that provides views of the many mountain ranges in Virginia and North Carolina from the many scenic vistas. The work of this contract represents a new approach to managing the scenic vistas on the Blue Ridge Parkway. This contract is a one year contract to prepare a portion of the park vistas to be incorporated in a new vista maintenance cycle. Registrations: In order to download a copy of the solicitation above and any subsequent amendments, vendors will be asked to register their company with the electronic commerce website at the Department of Interior's (DOI) National Business Center's (NBC) website at http://ideasec.nbc.gov and at http://www.fbo.gov. All vendors must also register at the Central Contractor Registry (CCR) at the internet site http://www.ccr.gov and at https://orca.bpn.gov. Be prepared with your company DUNS number and your Federal Tax Identification Number (TIN). It is the responsibility of all interested contractors to acknowledge all amendments to the solicitation. TELEPHONE OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. NO HARD COPIES OF THE SOLICITATION PACKAGE WILL BE MAILED OR ISSUED. Responses will be due thirty days after RFP is issued.
