Attachment 1- List of Items and Supplies for Colombia 1.0 Introduction This is a Request for Information (RFI) being released pursuant to Federal Acquisition Regulations (FAR) Part 10, Market Research. This RFI is issued by the United States Coast Guard (USCG) as a means to conduct market research for the acquisition of radios, spare parts, diagnostic equipment, tools & accessories for the Government of Colombia. This RFI is solely for informational, market research, and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the USCG is not at this time seeking proposals, and will not accept unsolicited proposals. Submission of a response to this RFI is entirely voluntary. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. The USCG understands that any pricing information submitted under this RFI is an estimate only and is not binding nor constitutes a proposal. The USCG will generally treat all information received on a need-to-know basis. At this time, proprietary information is not being requested. Responders wishing to submit proprietary information should specifically mark or identify any information they perceive is proprietary/confidential for which they seek protection. All proprietary information submitted with this RFI will be treated as business sensitive or to the extent specified by the provider. Submitters are advised that Government support contractors may be involved with the review of submitted information in addition to the USCG. Each submitter that responds to this RFI will be notified of the identity of the support contractor before their information is provided to the support contractor for review. All Government support contractors required to review the information will be required to submit non-disclosure or confidentiality statements. Responses to the RFI will not be returned and become Government property. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot by accepted by the U.S. Government to form a binding contract. 2.0 Description This RFI will assist in conducting rough order magnitude pricing for navigation, communication, and search and rescue equipment necessary to support and equip a training facility for the Government of Colombia. Attachment 1 is provided with this RFI which includes a list of the required navigation, communication, and search and rescue equipment as well as required brand name equipment where applicable. The Government of Colombia anticipates that it will take delivery of the navigation, communication, and search and rescue equipment in Bogotá, Colombia, however the exact delivery location may be subject to change. 3.0 Background The USCG is has a Foreign Military Sales (FMS) case for the acquisition of navigation, communication, and search and rescue equipment to equip a training facility for the Government of Colombia. The Government of Colombia has requested several brand name items in Attachment 1 per the Letter of Acceptance in accordance with FAR 6.302-4, International Agreement. 4.0 Responding to RFI Companies responding to this RFI should carefully read Attachment 1 for information regarding the requested navigation, communication, and search and rescue equipment and submit the request information accordingly. 4.1.1 RFI Instructions. 4.1.2 Please confirm that your company can acquire all items in Attachment 1. If any future RFP were issued, this requested information does not commit the Government to contract for any supply or services whatsoever. 4.1.3 Please provide the rough order magnitude, unit price and extended price for items listed in Attachment 1. 4.1.4 Please provide the average lead time for delivery of items listed in Attachment 1 to the anticipated delivery location of Bogotá, Colombia. You must also include the estimated costs of shipping. 4.1.5 Please provide details on the type of warranty your company offers for the navigation, communication, and search and rescue equipment listed in Attachment 1. 4.1.6 Please provide information on the current size of your business. 4.1.7 Please provide information on your company's typical acceptance process for items from USG and the location which the acceptance would normally take place. 4.1.8 Please provide any other information your company feels is pertinent to this request for information and details contained in Attachment 1. 4.1.9 Please provide the appropriate NAICS code if your company feels that NAICS Code No. 334220 is unsuitable. 5.0 Responses Interested companies are requested to provide responses via email attachment only. Interested companies may also submit electronically, supplemental materials such as brochures and product literature to the below referenced email address. All responses must be sent to the Contract Specialist, Ms. Rena Clark at Rena.A.Clark@uscg.mil, with "RFI Response FMS Case (Colombia)" in the subject line prior to 4:00 PM, est. on 26 July 2012.
