- ISSUE DATE: 18 June 2012. Contractor shall provide all labor, materials, equipment, supervision and disposal necessary to replace the substation transformer, dental xray transformer, diesel generator, main distribution switchboard, and power panels within Michel Hall at the USCG Academy in New London, CT. The project will be phased to allow continuous use of Michel Hall. All existing panel branch circuits shall be traced and the panel schedules will be updated to reflect the branch circuit loads. Since the facility is an infirmary, all work shall be scheduled to be conducted during non-peak facility hours. The Contractor's working hours at the facility will be from 6:00 p.m. to 6:00 a.m. during the week and all day on Saturdays and Sundays. All disruptions of power shall be scheduled with the Coast Guard two weeks in advance. During the replacement of the existing 60kw generator, a 60kw temporary generator shall be provided until the new 200kw generator is functional and all building loads have been transferred over to the new switchboard. The solicitation will include an optional bid item for the removal and replacement of existing electrical panel boards (approximately 28 panels from 40A to 250A throughout Michel Hall). The estimated cost range of this project inclusive of all bid items is between $250,000 and $500,000. Payment and Performance Bonds will be required. Solicitation packages will be available on or about 18 June 2012. The tentative date set for receipt of bids is scheduled for 31 July 2012 at 2:00 pm. The applicable NAICS code is 238210 and the small business size standard is $14 million. Estimated performance time is 16 weeks or 112 calendar days after issuance of Notice to Proceed for all based bid work with an additional 16 weeks or 112 calendar days allowed for completion of all work associated with the optional bid item. This acquisition is issued pursuant to FAR Part 14 and is issued as a Total Small Business Set-Aside. Our office no longer issues solicitations or amendments in paper form.
