Description
Draft Performance Work Statement THIS IS A SOURCES SOUGHT (SS) & REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT, NO REQUEST FOR QUOTE or PROPOSALS ARE BEING SOLICITED. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Washington Headquarters Services, Acquisition Directorate (WHS/AD) is conducting market research to determine if there are qualified, interested, and capable vendors able to provide Pentagon Force Protection Agency (PFPA); hereinafter referred to as PFPA, Window Film Installation & Removal services throughout the Pentagon and National Capital Region to include the BRAC buildings and Raven Rock (Waynesboro, PA). Responses to this SS/RFI notice will be critical in determining which acquisition strategy will be implemented, such as: set-aside for small business concerns, full-and-open, FAR SUBPART 6.3-Other Than Full and Open Competition, FAR 15-Contracting by Negotiation FAR 13-Simplified Acquisition Procedures and possibly FAR 8-Required Sources of Supplies and Services (General Services Administration)-better known as GSA-EBUY. WHS/AD is issuing a preliminary draft Performance Work Statement (PWS) with this notice for the purpose of: (1) Provide prospective vendors a synopsis of services PFPA seeks to obtain, and (2) Allow industry an opportunity to provide comments on ways to enhance the draft PWS for a future solicitation. Contractors are not obligated to perform any of the required tasks outlined in this notice; as stated previously, this notice is for market research purposes only. On the other hand, if your company wishes to provide a capability statement in response to this notice, it shall contain the following: 1. Brief description of qualifications that demonstrates the capability to provide these services. 2. Business size and any other qualifying socio-economic categories: 8(a) disadvantaged woman-owned, service-disabled veteran, etc. 3. Statement of offerors interest in bidding on the solicitation when issued. 4. NAICS code 5. GSA Contract 6. Any socio-economic concern, such as veteran-owned, woman-owned, HUB-ZONE, 8(a), small business, etc. 7. Address, telephone number, point of contact names, and e-mails addresses, CAGE Code and DUNS number. 8. Joint Ventures, Partnerships. NOTE: Respondents are encouraged to provide NAICS and Federal Supply Classes (FSC). The Capability Statement for this notice is not a (RFQ) or Proposal nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the companies' ability to demonstrate existing-or-developed expertise and experience in relation to the services specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist in tailoring requirements to be consistent with industry capabilities.
