Description
The purpose of this contract is to procure services for a full-time, on-site Command Historian in support of the Operations Directorate (N3) of the Military Sealift Command (MSC). The Contractor will be required to provide services for oversight of archival documents; writing the command history and other historical documents; and the management of specified programs, instructions and services. These services are used to meet Naval History and Heritage Command (NHHC) requirements for Commands and Commissioned Ships to accurately and thoroughly document all exercises and operations throughout the entire lifecycle, from planning and lessons learned. The Contractor shall provide daily (Monday through Friday, excluding Federal holidays) on-site capability to the Command for researching, documenting and preparing the command history and other historical writing requirements, and all supporting operations as specified and detailed in the Performance Work Statement. Deliverable requirements include: chronology of MSC operational events; narrative of operational events; index of Fiscal Year archived materials; briefings; requests for historical data; summary of N3's and Headquarters' activities; and monthly status reports. All deliverables shall be prepared using Microsoft Office programs and shall be editable. This requirement will be fulfilled through the award of a single firm-fixed-price contract. The period of performance will include a one one-year firm period, with two one-year option periods. This procurement will be set aside for service-disable, veteran-owned small businesses (SDVOSB) and conducted in accordance with FAR Part 12, "Acquisition of Commercial Items" using the procedures in FAR Part 15, "Contracting by Negotiation."
