Synopsis:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. Since these are historic chemicals in a museum environment, the contractor should have knowledge / experience with hazardous chemicals in a historic setting. From the recommendations in this survey, the contractor will conduct removal and disposal of hazardous wastes located at Thomas Edison National Historical Park, 211 Main Street, West Orange, New Jersey. Located in West Orange, New Jersey, Thomas Edison National Historical Park consists of a number of structures and grounds significant in the life of inventory Thomas Alva Edison. Most noteworthy is the Edison Laboratory Complex, where Edison conducted many of his experiments and research. The contractor selected for this project will be working in, with, and around numerous cultural artifacts, and must therefore exercise great care in performing these services. A park curatorial staff person will be available to answer any questions the contractor may have concerning culturally sensitive areas at the site. The presence of historic chemicals at the Laboratory Complex has been problematic for decades and is the single most important preservation concern at Thomas Edison National Historical Park at this time. There are approximately 1,600 historic bottles which hold chemicals in the museum collection. The collection has high historical significance. Containers are considered to have intrinsic historic value as representative of glassware no longer produced and as a collection, represents Thomas Edison as a Chemist and demonstrates the breadth of his interests. When the chemistry lab closed in 1939, all chemicals were retained as museum objects. Several actions and campaigns to address the management and safety problem associated with this collection occurred since 1939 up to 1980. It is now time to reassess the collection. In 1980, Rockwell International was contracted to analyze, identify, and remove hazardous chemicals from the site. This work identified specific chemicals and mineral specimens that posed significant threats to health and safety. These were subsequently removed and disposed of. As an outgrowth of this work, a number of the remaining chemicals and mineral specimens were determined to have value for their historical significance, and research, and should not be disposed of. Approximately 115 museum objects contain mercury. Objects cataloged as containing mercury include experimental mercury vapor lamps, thermometers, and hydrometers. Asbestos insulation is on various stills, ovens, and other laboratory equipment in the museum collection. Thirty years after the last chemical survey, precipitate crystals are visible on stoppers of many bottles and vials in storage and exhibit, liquid or mobile contents have altered to discolored sludge in many instances, and the smell of certain chemicals is detectable. Within the years since the last professional inventory and migration, it is very possible that chemicals have continued to alter and change characteristics especially in poorly climate-controlled locations. SECTION 2.0 SCOPE 2.1Independently, not as an agent of the Government, the contractor(s) will survey historic chemicals located in vault 32 (165 bottles), TAE's desk drawer (150 bottles) in his Building 5 Library, Vault 12 (portion of mercury collection stored in museum cabinet), a small number in Building 5, and the remainder in Building 2 (Chemistry Laboratory and lean-to), prepare a survey report which will identify hazardous contents and recommend disposal or storage options. Review asbestos containing objects to identify degradation of material and make general recommends on methods to stabilize or recommend disposal. In order to be eligible for the job, the contractor must demonstrate previous experience working with historic chemicals in a museum setting. SECTION 3.0OBJECTIVES 3-1The project is intended to accomplish several objectives: A.Identify the minerals, chemicals, and reagents in the collection B.Compile an inventory of this material C.Determine hazards or safety concerns relative to long-term storage or exhibit. D.Make recommendations for disposal or long-term management and storage/exhibit. E.Suggest options for historically significant items identified as hazardous or unstable. Obtain Material Safety Data Sheets (MSDS) for the identified chemicals SECTION 4.0TASKS 4-1Review chemicals exhibited in Chemistry Laboratory (Building 2), stored in Chemistry Laboratory Lean-to, Vault 32, Building 5 Library, and Vault 12. 4-2Analysis will be conducted to identify, or verify, identity given on container label (need for destructive analysis will be determined in coordination with NPS staff). Note: many catalog numbers and/or labels are flaking off containers. 4-3 Determine hazard level of material 4-4Containers are historical in nature and cannot be altered by writing on, marking, or tagging in any way that would be permanent or cause damage. 4-5Identification tags can be affixed for temporary purposes if this is done in such a way that does not alter the container. 4-6Site curatorial personnel will provide access, assistance, and oversight as necessary. SECTION 5.0DELIVERY 4.1The work of this section consists of submittal requirements before and during work. A.Prior to beginning work, the Contractor shall submit site safety plan and must attain the approval from the Park Safety Officer before on-site work may begin. A format for a Safety Plan is available upon request. a.All work on the site shall be in compliance with the applicable OSHA regulations. If contractor will use a respirator, contractor must provide a copy of respirator certification, according to OSHA regulations. 4.3During work progress the Contractor shall furnish upon request A.Daily report detailing work attempted or accomplished 4.4At the conclusion of the contract the Contract shall provide the following: A.Contractor is responsible for providing chemical survey to Thomas Edison National Historical Park upon completion of the project. Contractor will provide two bound paper copies, one unbound paper copy, and one electronic copy of the report. 4.5Submit all delivery requirements to the Contracting Officer's Representative. 6.0GOVERNMENT FURNISHED PROPERTY 6-1The Government will furnish no materials or tools. All materials and tools shall be Contractor furnished from outside the park. 7.0SECURITY 7-1Contractor will be escorted by National Park Service employee at all times when in the buildings. This is a standard policy that applies to all guests and visitors at the site. 8.0PLACE OF PERFORMANCE 8-1LOCATIONS: A.On-site work will be completed at the following locations inside Thomas Edison National Historical Park: 1.Building 2 (Chemical Laboratory), Vault 32, and Building 5 Library, Laboratory Complex, 211 Main Street, West Orange, New Jersey. 2.On-site work may only be conducted between the hours of 8:00 am and 4:00 pm, Monday through Friday, excluding holidays. The Laboratory Complex is open for self-guided tours Wednesdays through Sundays. Visitors may observe you while you work. No food or drink is permissible on the premises. Smoking is not permitted on the premises. All contractors will be escorted by a National Park Service employee at all times. 8-2CONTRACTOR'S USE OF PREMISES: A.Contractor may park vehicles in the visitor parking lot adjacent to the site. Contractor may pick-up and drop-off supplies and equipment within the laboratory courtyard. B.Public restrooms will be available for the contract employees to use. C.All work shall be completed in such a way as to protect museum objects and historic structures. See attached Rules for Contractors in Historic Buildings. 8-3SALVAGED MATERIALS A.Salvaged materials will be retained by Thomas Edison National Historical Park, unless otherwise authorized by the NPS. 9.0PERIOD OF PERFORMANCE Once contract is awarded, work must be completed within six months of notice to proceed.
