- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) on behalf of National Institute of Aging (NIA) intends to solicit, negotiate and award a purchase order on a sole source basis for a maintenance agreement with Lifeline Mobile, Inc. 2050 McGaw Rd., Columbus, OH 43207-4800. The NAICS code for this procurement is 811118; Other Automotive Mechanical and Electrical Repair and Maintenance. The National Institute of Aging in Baltimore, Maryland requires maintenance on Three (3) Government-owned Mobile Research Vehicles (MRVs) which support the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study. Repairs, modifications and maintenance include the following: MRV #1: Adjust pitch of awning and remove slack in fabric; Seal up awning to prevent water from running behind housing; Repair ceiling light in front room; Inspect room to see if slide out can be installed; Repair hydraulic line on the front right side of trailer; Repaint rear bumper; Strip and wax floor MRV #2: Repair water leak at top of wheel chair door; Adjust awning; Mount touch screen computer in front room; Strip and wax floor MRV #3: Replace broken awning arm and readjust awning; Mount touch screen computer in front room; Insulate the water line running outside of compartment going to restroom; Strip and wax floor For all MRVs: Inspect electrical system, plumbing and generator; Inspect foam insulation under unit and replace as needed; other repairs that are discovered upon inspection of vehicles. The NIA clinical program conducts field research under the HANDLS study using the MRVs due to the nature of the elderly and aged population. The required repairs are to ensure that the MRVs remain in proper working condition in order to conduct the studies and also provide a safe and secure vehicle for the elderly and aged population. This acquisition is being conducted under simplified acquisition FAR 12 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
