Description
The Cincinnati VAMC has a requirement for Project 539-12-132, "New Education Trailer", per the drawing and specifications. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited, pursuant to the Veterans' First Public Law 109-461, as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The SDVOSB contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. Additionally, this acquisition will be conducted in accordance with FAR 14.408-1(a)(3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. Do not send questions to this notice. Questions will be accepted electronically after the solicitation has been published. A Firm-Fixed Price Construction Contract is anticipated to be awarded. Contractor shall build a 12' x 52' and 12' x 60' modular building, and completely prepare the site for building operations, including demolition and removal of existing structures, furnish labor and materials, and perform work for New Education Trailer, as required by drawings and specifications, at Department of Veterans Affairs Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220. Solicitation documents, including specifications and drawings, will be available electronically on or about August 1, 2012, at the following website: www.fbo.gov. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS, INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY, AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. One Hundred and Twenty (120) day bid acceptance period will be required. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation. In accordance with VAAR 836.204, the magnitude of this project is between $100,000.00 and $250,000.00. Offerors must be listed and verified in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov at time of bid opening, currently registered in Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million. Period of performance is 120 calendar-days from receipt of the Notice to Proceed. The proposed contract will encompass construction of a 1346 sq.ft. modular building to house the Department of Veterans Affairs Medical Center education function. Work will include all labor, materials, equipment, and supervision required to complete local project 539-12-132 "NEW EDUCATION TRAILER" at the Department of Veterans Affairs Medical Center, 3200 Vine Street, Cincinnati, Ohio 4522. The modular building will be located on the east side of building 1. This work requires the construction footings and site preparation. This modular building will provide a divider system to create two class rooms, as well as two offices on the west end and an ADA unisex restroom on the east end. Electrical, water, sewer and data outlet installation will be required with this project. Work includes the moving of the trailers, the new site required utilities, foundation work, the reassembly of the trailer, and the installation of a handicap ramp system.
