- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and the Strategic Sourcing Acquisition Division (SSAD) on the behalf of the National Marine Fisheries Service (NMFS) Pacific Island Fisheries Science Center intend to negotiate on a sole source basis with Seabed Technologies, Inc. using the procedures in FAR Part 6.3 and FAR Part 13.1. The award will be a firm fixed price purchase order. The NMFS Pacific Island Fisheries Science Center uses a SeaBED Autonomous Underwater Vehicle (AUV) in the Pacific Island Region (PIR) and along the US West coast to provide data for benthic habitat mapping and fishery-independent data on bottomfish, groundfish, and reef fish assemblages and requires the SeaBED Technologies, Inc. to provide the design and fabrication of two (2) Central Processing Units and Pressure Housing for the existing SeaBED AUV and to provide Technical Support for testing, troubleshooting, system integration and field support of AUV components, software, hardware and related systems. The period of performance is to be from date of award through December 31, 2012. SeaBED Technologies, Inc. is the only party known to NOAA who can meet this requirement. SeaBED Technologies, Inc. is the developer/designer of the existing SeaBED AUV and the sole provider of any associated components. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541690 with a Small Business Size Standard of $7.0 M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by SSAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow SSAD to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov by 11:00 am, Eastern Standard Time, July 31, 2012. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-59. The determination to compete or not compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NFFR7400-12-03846 for this requirement.
