Description: The Department of Health and Human Services, Program Support Center (PSC), Strategic Acquisition Services, Division of Acquisition Management intends to issue a full and open competitive solicitation that provide Employee Assistance Program (EAP) and Work/Life Services. Specifically, as a service unit under the PSC, Federal Occupational Health (FOH), has provided occupational health programs for Federal employees for nearly 65 years. FOH operates under the principles of Public Laws 99-750 and 79-650 (5 U.S.C., Section 7901). These laws established Federal agency responsibility for developing and maintaining prevention, intervention and rehabilitation programs and services for Federal employees who have alcohol, substance abuse and/or other problems. To fulfill this mission, FOH provides various occupational health services including workplace-based behavioral health and work/life services to promote and maintain the physical and emotional health of Federal employees. FOH's Employee Assistance Program (EAP) and Work/Life Program both complement each other and help Federal agencies manage and retain employees. The subject solicitation, anticipated to be released within the next 15 days, shall encompass both components of EAP and work/life services. a. EAP The contractor shall provide access to employee assistance services that include in-person, telephonic, and on-line consultation and problem solving for wide range of personal, wellness, and work/life concerns. The contractor shall provide educational and motivational activities; referral, monitoring, and follow-up services; behavioral health consultation and coaching; short-term problem-focused counseling for employees and specified family members; crisis intervention; and management consultation and support. Services will be accessible 24 hours a day, 7 days a week, 365 days a year and include access to a national affiliate counselor network, 24-hour service center, and an interactive, web-based resource. b. Work/Life Program The contractor shall provide access to telephonic and on-line consultation for a range of work and life balance supportive services for work and life events including: adoption, becoming a parent, newborn care, child care, elder care, college and technical schools, relocation, career development, financial planning, legal assistance, convenience services, retirement planning, and other services for adults with disabilities and illnesses. Services will be accessible 24 hours a day, 7 days a week, 365 days a year and include a 24-hour service center, and interactive, web-based resources.
