- This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. MEMORANDUM FOR RECORD FOR OTHER THEN FULL AND OPEN COMPETITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD 1.Contracting Agency: Southern Regional Contracting Office, Brooke Army Medical Center (BAMC), Fort Sam Houston, TX 78234 2.Description of Action: Sole source acquisition with Dr Candice Monson, to procure Cognitive-Behavioral Conjoint Therapy (CBCT) for Post Traumatic Stress Disorder (PTSD) Foundational Training that will be two days (26-27 July, 2012) for (26 students per training) at Fort Sam Houston, Tx. This action will be accomplished through the use of a Firm Fixed Price contract. 3.Description of Products/Services: This acquisition is for CBCT Training at Fort Sam Houston, Tx, by Dr Candice Monson, and her certified facilitators. USAMEDCOM Operation Order (OPORD) 10-70 Comprehensive Behavioral Health system of Care Campaign Plan (CBHSOC-CP) requires that all Army active duty Social Work personnel, Nursing, Case Managers, Psychiatric Case Managers, Nurse Practitioners and licensed behavioral health providers be trained to provide evidence based treatment for Post Traumatic Stress disorder (PTSD)/Mild Traumatic Brain Injury. 4.Authority Cited: As implemented by FAR 13.106-1(b), Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization). 5.Reason for Cited Authority: The Soldier and Family Support Branch of the Department of Behavioral Health Sciences has requested that we bypass competition and enter into negotiations with Dr. Candice Monson, who is the leading expert in training professionals in the use of Cognitive-Behavioral Conjoint Therapy (CBCT) for Post Traumatic Stress Disorder (PTSD). The AMEDD Center and School cannot adequately (with theoretical integrity) provide the quality of training required without Dr. Monson's team direct involvement. Dr. Monson's team is the sole proprietors and creators of Cognitive-Behavioral Conjoint Therapy for Post Traumatic Stress Disorder treatment modality. They are recognized nationwide, throughout the field of psychology as the leading experts in the area of PTSD, therefore Full and Open Competition need not be provided for. 6.Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
