Description
The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems, anticipates issuing a Request for Proposal (RFP), for the manufacture of 120mm, Mortar Cartridge Illumination Shell Bodies Front and Rear, on or about 17 July 2012, to support the 120mm M930/M983 Mortar Cartridge Programs. As a result of the RFP, the command plans on awarding one (1) Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) type contract to the Offeror whose proposal is rated Lowest Priced Technically Acceptable (LPTA) based on the evaluation criteria outlined in the solicitation. The anticipated contract will be for five (5) years, consisting of five (5) one year ordering periods. The maximum contract value is $52,054,000. Contractors submitting proposals must be able to produce 5,000 Front Bodies and 5,000 Rear Bodies per month. The U.S. Government plans on restricting this requirement to U.S. and Canadian sources in accordance with FAR 6.302-3(a)(2)(i). The deadline for proposals will be 30 days after issuance of the RFP. In order to obtain copies of the Distribution D Technical Data Packages (TDPs), offerors shall follow the following procedure: Provide a complete DD Form 2345 Military Critical Technical Data Agreement, a complete Non-Disclosure Agreement (NDA), and a complete Technical Data Request Questionnaire Form 1350 to the Army Contracting Command New Jersey, ATTN: ACC-PICA-CA, Mark Zator and Deborah Olivieri, Bldg. 10, Picatinny Arsenal, NJ 07806-5000, Email: mark.zator@us.army.mil, and deborah.olivieri1@us.army.mil. Copies of the forms are included as attachments to this synopsis. The TDPs will be released upon receipt of all of the complete forms. Note: The synopsis posted on 14 June 2012 for this effort included a 2-Year option which extended the period of performance by two (2) additional years. This 2-year option has been removed. Consequently, the anticipated contract resulting from this RFP will be for five (5) years instead of seven years (five (5) year base plus two (2) year option).
