- Sole Source Justification – FA8307-12-Q-1098 (REDACTED) Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Electronic Systems Center, Cryptologic Systems Contracting Division (HNCK) intends to award a Firm Fixed Price contract utilizing Simplified Acquisition Procedures for the purchased MITEQ L-Band Frequency Downcoverter (Option 15), P/N: D-99-9502150-1K, Qty:4 (ea). HNCK intends to award to the Sole Distributer/Manufacture of the equipment, MITEQ, Inc., CAGE: 33592. The MITEQ's L-Band Frequency Downcoverter (Option 15), P/N: D-99-9502150-1K was developed by and owned by MITEQ, Inc. MITEQ, Inc., is a small business and the only known source that meets the government's requirement as they have proprietary rights for the distribution of the required items. As a result, no other vendors can provide the required items. The North American Industry Classification System (NAICS) code is 334290 - Other Communications Equipment Manufacturing. The Government intends to award in the July-August 2012 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within three days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Proposals are due no later than 26 July 2012 by 9:00 a.m. CST.
