- Sole Source Justification - FA8307-12-Q-1096 (REDACTED) Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Electronic Systems Center, Cryptologic Systems Division (ESC/HNCK) intends to award a Firm Fixed Price contract utilizing Simplified Acquisition Procedures for the purchased Innovative Computer Engineering (ICE), Incorporated equipment. The following items are required­: PIC6 DSP Card, P/N: ICE-PIC6, Qty: 10 (ea); Analog Input Module (120 MHz, 14 Bit), P/N: ICE-A2D-r8, Qty: 20 (ea); and Virtex 6 based Programmable Processor Module w/LX240 Chip, P/N: ICE-PIC4X, Qty: 10 (ea). The Electronic Systems Center, Cryptologic Systems Division (ESC/HNCK) intends to award to the Sole Distributer/ Manufacturer of the equipment, Innovative Computer Engineering, Incorporated, CAGE: 54ZG8, (Small Business). The North American Industry Classification System (NAICS) code is 334418 - Printed Circuit Assembly (Electronic Assembly) Manufacturing. The ICE PIC6 DSP Card, P/N: ICE-PIC6; Analog Input Module (120 MHz, 14 Bit), P/N: ICE-A2D-r8; and Virtex 6 based Programmable Processor Module w/LX240 Chip, P/N: ICE-PIC4X was developed by and owned by ICE, Inc. ICE, Inc. is the only known source that meets the government's requirement as they have proprietary rights for the distribution of the required items. As a result, no other vendors can provide the required items. Refurbished or Surplus items are not acceptable. The Government intends to award in the July-Aug 2012 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within three days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Proposals are due no later than 26 Jul 2012 by 9:00 a.m. CST.
