Description
Sources Sought This is a sources sought for HVAC ducts and kitchen exhaust systems cleaning support services at the National Institutes of Health (NIH) located at 9000 Rockville Pike, Bethesda, MD and 16701 Elmer School Road and 22765 Club Hollow Road, Poolesville, MD. The Contractor shall inspect and clean specific kitchen exhaust systems with their respective components within the NIH buildings. The Contractor shall also inspect representative areas of the HVAC system components and ductwork and clean the HVAC duct systems within the designated buildings or building areas that the Government requires to be cleaned. The work shall be performed by a specialty contractor and/or subcontractor(s). A specialty contractor means a contractor of an established professional reputation for successfully cleaning and working with building HVAC and kitchen exhaust systems with related components. The Contractor shall provide all of the necessary qualified personnel, material, equipment, tools, machinery, and supplies as needed to perform all of the requested services. Personnel operating the equipment shall have adequate training and experience with the specific equipment, shall use the equipment in a proper and safe manner, and shall be certificated and/or licensed for equipment operation as required by Maryland State Statutes. The Contractor shall develop and maintain a quality control program to ensure all Contractor and subcontractor services, administration, personnel, equipment, parts, and materials meet performance requirements and health and safety standards. The Contractor shall perform work on HVAC ductwork in accordance with acceptable industry techniques and procedures. The Government plans to award a contract to the successful offeror and issue task orders against that contract. The period of performance for this acquisition is one base year with four (4) one-year optional performance periods. The estimated period of performance is as follows: Base Year: January 1, 2013 to December 31, 2013 Option Year 1: January 1, 2014 to December 31, 2014 Option Year 2: January 1, 2015 to December 31, 2015 Option Year 3: January 1, 2016 to December 31, 2016 Option Year 4: January 1, 2017 to December 31, 2017 The Contractor shall manage the total work effort associated with the services required herein to ensure fully adequate and timely completion of required tasks and permit tracking of work in progress. Such management shall include, but shall not be limited to planning, scheduling, cost accounting, report preparation, establishing and maintaining records, quality control of work, and responding to complaints. When services are required, the Contracting Officer will present a Request for Proposal (RFP) to the contractor. The RFP will contain the scope of work along with drawings and those items necessary to define the services required. Drawings that may accompany RFPs may be diagrammatic and may not show the precise location of existing mechanical, electrical, and architectural/structural system components and work. In response to the RFP, the contractor shall submit a proposal to the Contracting Officer. Prior to the submission of the proposal for an individual task order, the Contractor shall visit the job site to ascertain the actual field conditions as they relate to the work as described and shown on the drawings. The Contractor shall perform all work in accordance with applicable standards, including, but not limited to: NIH Cleaning and Safety Policy for HVAC, Policy Number OGD-1511; Association for Assessment and Accreditation of Laboratory Animal Care (AALAC); American Institute of Architects (AIA); Americans with Disabilities Act (ADA); Joint Commission for the Accreditation of Healthcare Organizations (JCAHO); International Electrical Testing Association (NETA); National Fire Protection Association (NEPA); NIH Design Policy & Guidelines, Occupational Safety and Health Administration (OSHA); Environmental Protection Agency (EPA); Underwriters' Laboratory (UL); Sheet Metal and Air Conditioning Contractor' National Association (SMACNA); American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE); National Air Duct Cleaners Association (NADCA); North American Insulation Manufacturers Association (NAIMA); and applicable industry standards. Normal working hours at NIH Bethesda are between 7:00 a.m. and 5:00 p.m. weekdays and between 9:00 a.m. and 5:00 p.m. on weekends unless otherwise stated below. The North American industry Classification System (NAICS) Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. Interested organizations should respond with a capability statement no later than July 31, 2012 and must not be any longer than 10 pages in length. Capability statements must reference similar work that has been performed by the contractor, the dollar value of that work, and contract information for references knowledgeable about the quality of work completed. All organizations who respond to this announcement will receive notification of how NIH intends to proceed with this requirement. Please reference the sources sought number on all related correspondence. No collect calls will be accepted. No facsimile transmissions will be accepted.
