Description
The Aviation Applied Technology Directorate (AATD) intends to raise the ceiling of an existing five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) non-competitive, sole source, contract W911W608D0008, with multiple order types; firm-fixed price (FFP), cost reimbursable, and cost plus fixed fee (CPFF) line items, with Integrated Composites, Inc. for the program entitled, 'Composite Universal Weapons Pylon (CUWP) for the OH-58D Helicopter'. This project will manufacture production CUWPs for the Army OH-58D Kiowa Warrior helicopter. This component is a direct replacement for the current metal UWP and maintains the similar form, fit, and function. The acquisition builds upon previously completed research and development conducted by Integrated Composites, Inc (ICI). AATD anticipates an increase in the maximum value of the Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to ICI, who is deemed to be the only responsible source uniquely capable of meeting this requirement. The maximum value of the contract will be increased from the current $9.8 million to a maximum of $25.0 million. The Aircraft Procurement, Army funding for this requirement is provided by the Program Management Office for the Attack Scout Helicopter to produce sufficient CUWPs and spares to replace all the existing Universal Weapons Pylon (UWP) for the OH-58D Kiowa Warrior helicopters. This requirement is a direct extension of the Armys prior 2008 PM initiative. The ICI design, materials, and manufacturing methods were successfully developed, integrated and applied to the contingency operations of the OH-58D and a fielding Airworthiness Release (AWR) for the Operation of OH-58D Helicopters with the Composite Universal Weapons Pylon Installed has been released. The Government will issue task/delivery orders using various types of appropriations. The ordering period remains unchanged, from present through 24 September 2013. This acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(l), as implemented by FAR 6.302-1. Only one responsible source and because the services and supplies being ordered are unique no other supplies or services will satisfy agency requirements. No solicitation will be issued. The intended source is Integrated Composites, Inc., 741 Neeson Road, Marina, CA 93933. The overall period of performance for the IDIQ contract is sixty (60) months. The applicable North American Industrial Classification System (NAICS) code is 336413 and the size standard is 1,000. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will consider all proposals or capability statements received in response to this notice solely for the purpose of determining whether to conduct a competitive procurement. A Government decision on whether to compete this requirement is solely within the discretion of the Government.
