Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a non-personal services labor-hour award for commercially available services on a noncompetitive basis. The additional support to be provided via this award is required to continue adequate administrative and scientific support to MRICD at an acceptable operational level. The estimated value of this action is $850,000 for up to 8 months of performance, beginning on August 1, 2012. A sole source award will be issued to Dynamic Research Corporation (DRC) under the authority of Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Current support services are being provided by DRC under the Office of Personnel Management contract #OPM020700011, Delivery Order #00238. This award will bridge necessary administrative/scientific support services to the US Army Medical Research Institute of Chemical Defense (MRICD) until a new award is issued in Fiscal Year 2013. The proposed award will extend similar services under the existing OPM delivery order that expires on July 31, 2012. This procurement will allow for the replacement requirement to have a proper transition-in and transition-out period, and incorporate anti-terrorism/operational security regulations that became effective July 1, 2012. The level of effort for the services will be via a labor hour type award to allow for forecast budget reductions and labor category restructuring. DRC, by virtue of being the incumbent contractor, is the only responsible source for the bridge award to minimize disruption of services. The execution of the bridge services support will prevent any potential adverse impact to the mission of MRICD, which would occur in the event of interruption or disruption of the work presently being performed. DRC provides highly qualified support services staff to MRICD. To attempt to do a stop-gap short-term competitive contract to cover the requirements pending the award of follow-on contract is not feasible because the three-tiered transition (from incumbent to short-term contractor to follow-on contractor) within a span 8 months would potentially disrupt the acceptable operational level of support required to carry out the mission of MRICD. The statement of work under the bridge award is to remain substantially the same as under the current OPM contract vehicle. This is a notice of intent to make an award to bridge support services, until a long term award has been established, and is not a request for quotes or proposals. Interested parties must provide evidence of their capability to fulfill this requirement no later than July 30, 2012 by 10:00 A.M. Eastern Daylight Time to Scot Plank, Contracting Officer, and Erin Maddox, Contract Specialist via e-mail to scot.b.plank@amedd.army.mil and erin.maddox@amedd.army.mil. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not hinder mission objectives of USAMRICD. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
