- Small Footprint Flat Mail Sequencing System (FSS Phase II) Sources Sought - Request for Information The United States Postal Service (USPS) is seeking new and/or updated product information regarding small footprint flat mail sequencing systems. This is a continuation of market research efforts initiated by the USPS in April 2011 to identify potential sources for a Phase II of our Flat Sequencing System (FSS) Program. This second notice is provided to ensure that any other interested suppliers are given the opportunity to communicate their interest and available technology, including any changes to information previously provided. All FSS Phase I machines have been deployed. These machines are very large in size and were developed to accommodate higher volume mail processing runs in our most populated flats mailing markets. A Phase II FSS machine is envisioned for use in smaller flat mail markets with a much smaller footprint that can efficiently, reliably, and accurately sort and sequence flat mail to the order in which the mail is delivered on a letter carrier's route (Delivery Point Sequence or DPS). The USPS seeks a system which can be incrementally deployed on a national basis and provides maximum flexibility and efficiency in the DPS of flat mail within the existing USPS infrastructure for the purposes of reducing costs, absorbing growth and stabilizing postage rates. The critical factors for a successful Phase II product include: sort and sequence accuracy, throughput, time-to-market, price, system reliability, accept rate, operational costs, and overall machine space requirements. Since space is a critical consideration for the USPS, the solution should accomplish this task within the smallest footprint possible to allow for a wide range of implementation at USPS facilities. The system must maintain a consistent throughput and be volume independent for the number of delivery points processed. We are seeking a solution which would maximize our ability to handle a high number of delivery points as a critical design element. This notice is provided to seek information and identify potential sources that currently have a small footprint system that sequences flat mail, or that will have a fully functional system available for demonstration by the end of calendar year 2012. The USPS may request additional discussions relating to a responding supplier's design, capabilities, and qualifications to manufacture production quantities of the proposed system. The USPS reserves its right to assess all information received for purposes of establishing its sourcing approach for any FSS Phase II program. Suppliers interested in responding to this announcement must send one hard copy and also a soft copy of their contact information and a technical summary with sufficient detail to describe their available technology.
