SEEKING INDUSTRY COMMENTS ON TEST CAPAILITY REQUIREMENTS DOCUMENT (TCRD) The U.S. Army, Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators; Instrumentation Management Office in partnership with the Department of Defense (DoD) Test Resource Management Center (TRMC) Central Test and Evaluation Investment Program (CTEIP) are conducting Market Research for the development of two new types of optical tracking systems for DoD ranges. These optical tracking systems will replace many of the existing Kineto Tracking Mounts (KTM) that are outdated and expensive to operate. The replacement systems will utilize updated technology that improves test capabilities in support of all current and emerging test customer requirements, while simultaneously reducing the overall life cycle costs. Interested parties are invited to provide responses in accordance with the following information and the attached draft ARTIS Test Capability Requirements Document (TCRD). DESCRIPTION The ARTIS project will develop two new types of modern, remotely controlled, optical tracking systems for DoD Test Ranges. The first configuration optimally supports high-dynamic, light-payload elevated requirements and is generically referred to as the small configuration; the second configuration optimally supports lower dynamic and heavier payload requirements and is generically referred to as the medium configuration. Multiple units of each type will be required in order to fully develop and integrate an overall system capability that includes n-station Time-Space-Position-Information (TSPI) solutions, sensor fusion, automated flight regime handoff, staged and segmented camera triggering, and slave operations. The end state of the project will be the full integration of these systems into the DoD Test Range architecture. Having invested in the non-recurring engineering costs to design these systems through this Central Test and Evaluation Investment Program (CTEIP) project, all DoD Test Ranges using optical instrumentation will benefit from leveraging the results of ARTIS to move forward with replacement of their optical tracking systems. ACQUISITION APPROACH This RFI is a method for the Government to collect comments from industry to further shape the TCRD in anticipation of a forthcoming Request for Proposal, and may influence the acquisition approach. Industry feedback is vitally important. The Government will be receptive to the ideas and comments received. RESPONSES REQUESTED Submission: Respondents are asked to submit replies no later than 15:30 PM Eastern Time, Orlando, FL, on Wednesday, 03 August 2012 by email to angela.l.karten@us.army.mil with a courtesy copy to nicole.bui@us.army.mil, or alternatively by mail to: U.S. Army PEO STRI - Acquisition Center, ATTN: SFAE-STRI-KOT/Angela Karten, 12350 Research Parkway, Orlando, FL 32826. Electronic submissions are strongly encouraged. Acknowledgements of receipt will not be made. Cover Page: Include a cover sheet with the company name, address, Commercial and Government Entity (CAGE) code, and point of contact with name, title, phone number, and email address. Also indicate the RFI title and number. Format: Font shall not be smaller than industry standard word processor 12-point Times New Roman. Electronic submissions shall be in MS Word or Adobe PDF format. Length: There are no restrictions to the number of pages that can be submitted; however, responses should be limited to specific TCRD related comments. Information to market solutions or products may be provided at a later date when the Source Sought Notice and/or Request for Proposal is posted. Size of Business: Provide a statement indicating if your firm is a large or small business. If small, please indicate any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUB Zone, etc. NAICS Codes: The North American Industry Classification System (NAICS) designation for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument. Feedback from industry on suggestions for possible NAICS codes that best fit this requirement is requested. Content: Industry is invited to provide comments on any portion of the TCRD; however, Sections 3 & 4 are the primary areas of focus. Identify items needing clarification, expand upon the requirements, include questions, recommend deletions or additions, and include any other written feedback that would be valuable in improving the TCRD. Please begin each comment by referencing the associated TCRD page number and paragraph. Proprietary Information: Proprietary data is not being solicited; however, if submitted, it should be appropriately marked. All responses will be managed by the Government as "For Official Use Only" (FOUO). Submittals will not be disclosed for purposes other than those relating to this RFI, and distribution will be restricted to Government Specialists and Government Support Contractor personnel who have signed non-disclosure agreements. PARTICIPATION Failure to provide feedback to the draft TCRD will not preclude business from bidding on the potential solicitation. This announcement is part of a process to encourage industry to help shape Government documents and allows for early interaction between industry and the acquisition planners.
