- This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Part 5.203 which prescribes a mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation set aside for small business concerns, in accordance with Federal Acquisition Regulation Subpart 19.8, Contracting with the Small Business Administration (The 8(a) Program). This competitive 8(a) requirement is to procure support services for the FHWA's Office of Technical Services (OTS), with specific focus on the National Highway Institute (NHI), the Technology Partnerships Program (TPP), and the Knowledge Application Team (KAT). NHI is the technical training arm of the FHWA and plays a vital role in the FHWA's overall effort to provide training in new and evolving highway related technologies. Services anticipated under this acquisition include support and technical assistance in broad areas supporting developing and delivering training including: training course and curriculum development, state of the art multi-media delivery, materials management, marketing, information technology systems support, instructor development, grants administration and management, strategic planning and research, related transportation workforce development activities, and project management. The solicitation will be issued in August 2012. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract as a result of the solicitation. The period of performance shall not exceed 60 months from the effective date of the contract. The NAICS Code for this effort is 541519 with a size standard of $25.5 Million.
