- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be request. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Mental Health (NIMH)-Clinical Brain Disorders Branch-Genes, Cognition and Psychosis Program (CBDB-GCAP) intends to negotiate and award a sole source purchase order for Medical Examiner Services to the Northern Virginia Medical Examiner's Office, 109 Governor Street, Suite 1221, Richmond, Virginia, 23219-3623 to collect human brains and specimens at autopsy that may be of interest to the NIMH for research into the neurobiology mental disorders. The donated human brains and specimens will be used by the Clinical Brain Disorders Branch (CBDB) for research into the neurobiology of complex mental disorders (e.g. schizophrenia, depression, substance abuse and suicide) in order to better understand the basis of these disorders. This research will hopefully lead to improved diagnosis, treatment and/or preventative of these illnesses and their consequences, including suicide. The study is to gain knowledge of how affected postmortem human brain tissue deviates from normal control postmortem human brain tissue to help NIMH characterize neurological or psychiatric disorders. The CBDB of the NIMH explores the causes, consequences and potential treatments of numerous neurological and psychiatrically healthy and afflicted individuals in order to establish the neuropathological changes underlying these complex neuropsychological disorders. The period of performance is 12 months. The Northern Virginia Medical Examiner's Office and CBDB staff underwent training to conduct proper case review to determine eligibility for study inclusion (i.e. illness of interest, control case criteria and injuries/illnesses to be excluded), tissue/specimen sectioning and dissection and tissue/specimen handling. The Northern Virginia Medical Examiner's Office will screen of the case study inclusion and CBDB staff is notified to contact the next-of-kin to obtain consent for tissue donation (the recorded telephone procedure has been approved by the NIMH IRB). After the approval is granted and the autopsy, begins, the Northern Medical is notified to extract the brain; a full-length hair sample with a small piece of contiguous scalp, and 40cc of blood. The Northern Medical Examiner will be extraction promptly upon notification of approval from the NIMH; the process should begin with 24 hours of death; unless approved by the NIMH Project Officer, specimen extracted beyond 48 hours cannot be accepted for donation. The Northern Medical Examiner will provide to the CBDB any relevant information related to a specimen including cause and manner of death, relevant history and/or toxicology in order to allow optimal characterization of the specimen provided this information does not compromise the forensic evaluation of the case. CBDB staff is dispatched to go the Medical Examiner office to retrieve the tissue/specimens to bring to the NIMH campus, where the tissue/specimens are further treated and analyzed (i.e. pH measurement and RNA integrity) and are stored for further dissection and sectioning for studies. CBDB does a neuroanatomical analysis sends every sample to an external lab for toxicology analysis; NIMH then share the information with the Medical Examiner. The acquisition is being conducted under simplified acquisition using FAR Part 13 procedures and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis.
