Description
Below is the questions that were submitted along with the answers: 1. You state 11 library staff require access to the ILS. What are the staff numbers for concurrent staff access? A: 3 Circulation, 5 Cataloging. 2. You require user authenticated single Integrated Search Engine with access to all purchased on-line library resources. Are you referring to on-line subscription databases? In which cas, is an aggregator currently used? or, is the intention to provide access to the other on-line resources from with the on-line catalog, e.g. via OpenURL, or, to launching subscription databases from a Library home page? A: We have multiple subscription databases, including Proquest, Ebscohost, and Gale. We do not use an aggregator. The databases should be launched from the library homepage. 3. Is there a list of all Air Force and DoD computer requirements? A: No, ILS will operate on a commercial network, using desktop PCs from various vendors. 4. Migration of all data from SIRSI Symphony 3.4- in what format will the data be provided? Please be specific about MARC and non-MARC formats for the various areas: catalog, copies, Serials, Serials predictions, serials routing, orders, order histories, loans, loan histories, holds, ILL, etc. A: Migration of data will be from TLC LS2. Data will be provided from the vendor. 5. The time-frame is very tight for a completed implementation by 15 Oct 2012, with responses due 27 July 2012. What is the time frame for notification of decision? A: Notification will be given as soon as possible. 6. A complete server must be provided- are you requiring your own dedicated hosted server for the ILS? A: ILS must be hosted by the vendor. The method the vendor uses to provide that hosting must be secure, with regular data back-ups, and sufficient contingency planning in place to avoid significant down time in the event of emergencies. 7. SIP protocol for automatic authentication- please explain, in the context of circulation and authentication, which SIP protocol you are referencing. A: SIP Protocol will be used for authentication with our e-book database, provided by Axis 360, and will also be used to authenticate users on our print management software. 8: What kind of content do you want to provide access to from the OPAC, and where does it currently reside? A: We have no digital content that the OPAC must provide. 9. Apart from training what services do you envisage being delivered onsite in a hosted implementation? A: We require onsite installation at set up and onsite training. 10: Please explain what you mean by "a redacted copy of the quotes" being required in conjunction with the official quote. A: A copy of quotes with all company identifying information and pricing information blacked out. 11: Quotes can be either emailed, or printed and mailed but either delivery mechanism is acceptable? You do not require both? A: No, please keep in mind large proposals might be too large for the e-mail in-box. 12: If produced on paper and posted how many copies are required? A: Two, one redacted and one with all the information. 13: Requests pricing specifically for "non-personal services". Would you like the data migration and training fees quoted on separate line items? Or should the data migration and training fees be incorporated into this price? A: Please seperate for easier understanding. 14: Is FA2860-11-T-0100 the continuation of the requirement that was posted last year titled "Library Software" under solicitation number F1D3701110A001. A: The requirement is nearly the same with a few updates, that solicitation was awarded in contract FA2860-11-P-0134, but was a one year contract with no options. 15: The SOW calls for "single integrated search engine with access to all purchased on-line library resources". Please define the term "access", i.e. does the system need to search all purchased on-line library resources and the ILS concurrently? A: Yes. 16. What does the Air Force mean by the following statment listed in the Required Services Selection? All future server capacity must be provided without additional costs. Is the intention to be read- Air Force is looking for an elastic compute environment- but it is recognized that as Air Force application grows in size they will be charged for compute resources they consume for the cloud provider. A: Prices should not be increased if data storage size is not increased. 17. Is the cloud service provider responsible for suggesting the Service Level Agreement that would be in place to handle the 24-7-365 montioring requirement? Will Air Force be provided the cloud service provider administrative privelege on these systems so that monitorin gand maintenance can be accomplished on behalf of Air Force by the cloud service Provider? A: Yes, and yes. 18: Will Air Force accpet the service level agreement of the GSA IaaS BPA regarding support? We would respond to this requirement with a statment of work defining the standard techinical support provider to government customers in addition add language in SOW specifying support requirements that are different that the standard GSA IaaS BPA? A: This cannot be answered until we know what is going to be added to the SOW. 19: Is Air Force requesting operating system level patch and compliance work to be performed by the cloud service provider? Will AF provide the STIG for same? Yes and yes. 20. Does the Air Force require that vendor "prepare and migrate all data from current SIRSI Symphony 3.4 system" Assumption is "capable of" and will be performed on a Time and Material basis. Can this be bid as not to Exceed? Is there a personnel security requirement to perform this work and will the vendor be required to come onsite where the system is located now? If so is the ODC available for Travel Expenses. A: Require vendor prepare and migrate all datat from SIRSI Symphony: Yes. Time and materials basis not to exceed? No. Personnel Security requirement? No. Can vendor come onsite where the system is located? Yes, with approval. Travel expenses are at the cost of the vendor.
