Description
The National Park Service has a requirement to Install Doors in Masonry Openings at Advanced Redoubt of Fort Barrancas located on Naval Air Station Pensacola. Advanced Redoubt was built between 1845 and 1870 as part of a coastal defensive network for the Pensacola Navy Yard. All masonry repairs shall follow the guidance in National Park Service Preservation Brief No. 2: Repointing Mortar Joints in Historic Buildings. DESCRIPTION: The contractor shall provide all labor, materials and supplies necessary to hang three (3) sets of Doors by making repairs to existing masonry openings at Sally Port (North, South, and West elevations) for placement of bronze pintels hardware. All doors and pintels are Government-furnished materials. One set of double doors are three and half feet (3 1/2') wide by seven feet (7') tall and weigh about 200 pounds. Two (2) sets of single doors are four feet (4') wide by seven feet (7') tall and weigh about 175 pounds. Access to the premise to accomplish the work willl be during normal operating hours of 7:00AM and 3:30PM Monday through Friday. The Period of Performance is 60 calendar days from Notice To Proceed. The estimated price range is between $25,000 and $100,000. A single, firm-fixed price contract will be awarded on or about September 4, 2012. SET-ASIDE: This proposed acquisition is set-aside 100% for competition restricted to Small Business concerns. The North American Industry Classification System (NAICS) code: 238140 Masonry Contractors and the small business size standard: $14.0 million dollars (annual recepts; three-year average). CONTRACTING METHODS AND CONTRACT TYPES: This acquisition will be conducted pursuant to the policies and procedures in FAR Part 13, Simplified Acquisition Procedures and FAR Part 36Construction Contracts. Quotations or offers shall be evaluated on the basis established in the solicitation. All quotations or offers timely received from eligible sources shall be considered. AVAILABILITY OF THE SOLICITATION: On or about August 2, 2012, the complete solicitation package will be made available for publication via the Internet at http://www.fedbizopps.gov. and the Interior Department Electronic Acquisition System (IDEAS) Electronic Commerce (EC) web site http://ideasec.nbc.gov. Availability will be limited to the electronic medium. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Search by Solicitation number and click associated links to acces bid documents. From the IDEAS-EC solicitation screen, click the "printer friendly form" link to view/print the Standard Bid Forms. To view/print other Parts I, II, III, and IV of the uniform contract format click the "clauses and attachments" link (left of submit quote button) from the Solicitation screen. A DUNS and MPIN will be required to login the IDEAS-EC system to submit an e-Quote. Price quotations will be accepted on or before the closing date set forth in the Solicitation. EXAMINATION OF SITE CONDITIONS: Prospective vendors are expected and strongly urged to inspect the site to satisfy itself regarding general and local conditions that may affect the cost of contract performance. Failure to investigate the site will NOT constitute grounds for a claim after contract award. Any prospective bidder desiring an explanation or interpretation of the solicitation documents shall request in writing soon enough to allow a reply to reach all prospective bidders five (5) days before bid closing. Oral explanations or instructions given before the award of a contract will not be binding. Information given a prospective bidder concerning a solicitation will be furnished promptly to all other prospective bidders as an amendment to the solicitation, if that information is necessary in submitting bids or the lack of it would be prejudicial to other prospective bidders.
