- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order on a noncompetitive basis to Bruker Biospin Corporation, 15 Fortune Drive, Manning Park, Billerica, MA, for a High Resolution - Magic Angle Spinning (HR-MAS) Accessory, a MAS heat Exchanger, and installation. The Magnetic Resonance Imaging and Spectrometry Section at NIA has a requirement for an accessory to their existing unit of equipment, the Bruker Avance III/400 NMR Spectrometer. The High Resolution Magic Angle Spinning probe is an accessory for the Bruker Avance III, and will add the capability of acquiring proton and carbon-13 NMR spectra of biological tissues under magic-angle spinning (MAS) which greatly narrows spectral lines caused by spin interactions and magnetic susceptibility. The HR-MAS accessory also a single-axis gradient coil that generates gradients up to 40 G/cm along the Magic angle. Also included are three ceramic hr-MAS rotors with Kel-F caps, and rotor packing and cap removal tools. Bruker BioSpin Corporation is the sole manufacturer of Accessories to the existing Avance III spectrometer that the hr-MAS spinning probe accessory will attach to, and is the only known source that can satisfy agency requirements. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
