Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Government intends to solicit and negotiate with Biogents AG in Germany under the authority of FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The Defense Health Program (DHP) funded project, "Field testing and improvement of an adult insect trap," requires development of new prototypes of the BG Sentinel trap for field testing. This contract is being established to develop a new prototype design of the BG Sentinel trap and delivery of the prototype traps to WRAIR for field testing. The trap is proprietary to Biogents, AG and only Biogents can modify the trap and prepare new prototype BG Sentinel trap designs to meet the requirements of this study. The DHP funded proposal specifically identified the BG Sentinel trap for modification. Modification of the BG Sentinel trap is one of the critical tasks required for the success of the project. The BG Sentinel trap is more effective than other trap designs for surveillance of many day-biting mosquito species, which is one of the major drawbacks of other currently available trap designs. The goal of the funded proposal is to develop prototypes of modified BG Sentinel traps that are attractive to a broader range of insect vectors, including malaria and leishmaniasis vectors, for field testing. Failure to procure a contract with Biogents, AG to modify the BG Sentinel trap and provide prototype designs for field testing will result in the Entomology Branch, WRAIR failing to satisfy the objectives of the DHP funded study. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
