- This sources sought notice is intended for market research purposes only. This is NOT a Request for Proposal (RFP), or any type of solicitation for competition, and this sources sought notice does not commit the Government to solicit or award anything now or in the future. There is not a finalized definitive requirement available at this time, this is only a potential upcoming requirement, and industry sources are being sought to respond to this notice with the information requested below. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the services as stated. GENERAL: The DS Directorate of Training, Office of Training Performance Standards (DS/T/TPS) is seeking sources to provide both training services and training facilities, in order to be considered qualified, sources must meet all of the requirements as described below: REQUIREMENTS: Sources must also be able to demonstrate a history of providing the requested services and facilities. Sources must have the following facilities currently available: • Three (3) high speed driving tracks measuring between 2.1 miles in length, to 1.2 miles, with multiple turns. All tracks should be capable of reaching speeds of 90 MPH (+). All tracks shall have a climate controlled classroom suitable for up to 30 students, configured with computer, projector, viewing screen for the presentation of visual training aids. • Approximately eight (8) miles of unimproved driving tracks suitable for training personnel in high speed driving techniques on unimproved roads. Tracks shall have various elevation changes, various surface compositions, ruts, mud holes, etc., to simulate driving on third world unimproved roads. • Approximately two (2) miles of off road driving trails with various obstacles, steep grades and descents, areas for vehicle recovery / extraction, etc. • Sources must have sufficient high speed training vehicles to accommodate three (3) simultaneous driving events consisting of 27 students each, with a 1-to-3 instructor to student ratio. • Sources must have sufficient unimproved road / off road training vehicles (Jeep Cherokee) to accommodate two (2) simultaneous driving events consisting of 27 students each, with a 1-to-3 instructor to student ratio. • Sources must have sufficient vehicles to replace damaged / inoperable vehicles within 10 minutes of vehicle failure. • Sources must have sufficient maintenance facilities to assure that training vehicles are road worthy and safe. • Four (4) 100 yard outdoor firearms ranges and two (2) (50) yard pistol ranges rated for all calibers up to and including 7.62 mm. Ranges shall have climate controlled classrooms suitable for up to 30 students, configured with computer, projector, viewing screen for the presentation of visual training aids. • One (1) explosive demolition range suitable for the detonation of ½ lb high explosive charge. • Qualified sources must be within 80 mile radius from the United States Capital in Washington, DC. • Additional facilities include but are not limited to: o Administrative building for on-site coordination o Instructor facilities for 70 instructors o Non-lethal tactical maze capable of multiple configurations and breaching for room entry training o On-site gym and mat rooms (2) o Urban training area for tactical training in urban environments o Low speed driving track o Third world village training areas (3) o Helo operations training areas o IED lane operations o 25 yard indoor firearms range o Indoor tactical scenario training environment o Nine classrooms with full multimedia capability o One large multi-purpose classroom suitable for disaster preparedness exercises o Two student breakout areas with computer access • Identification of food service options If your firm is interested in this U.S. Department of State opportunity, we request that your firm respond to this notice with the following information: 1.
