- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents : The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about August 2, 2012. Description: This project is to extend the length of the Bowerman Boat Launching Facility at Trinity Lake and to expand and extend sidewalks adjacent to the Clark Springs Boat Launching Facility, also at Trinity Lake. The project will be structured to have a base length for each site and will include options to increase the length in 20foot increments in order to construct the facility to the lowest level permitted by the lake levels. In order to achieve the most length the last increment may be prorated to allow for a partial construction of the option to the longest length attainable. Bowerman Boat Launching Facility : Base bid is from Station 2+25 to 3+05 of the ramp. Remove sidewalk only from ramp for first 50 feet. Entire ramp beyond 2+75 to be removed. Construct new ramp with new 8 foot sidewalk (90 CY concrete, 230 ton riprap and 45 ton aggregate). Base bid includes riprap and footing for end of ramp at whatever length is awarded. There will be three (3) option items. Options one through three are 20 foot segments of the boat ramp; Option three includes provide and install cable for launch system. Clark Springs Boat Launching Facility : Base bid is from Station 2+60 to 3+60. Remove existing sidewalk from ramp; construct new 8 foot sidewalk (43 CY concrete); place 37 CY riprap; construct dual cable boarding float system. There will be four (4) option items consisting of 20 foot lengths of sidewalk. Location : Clark Springs: From Weaverville, take Highway 3north for approximately 18 miles to Raineer Road. Turn right for approximately 1 mile to the Clark Springs Facility. Bowerman: From Weaverville, take Highway 3 North for approximately 27 miles to Covington Road. Turn right and travel approximately 4 miles to Bowerman Boat Ramp. PRE-BID MEETING: A Pre-Bid meeting will be scheduled at the project location, and will be included in the solicitation when issued. All potential offerors are highly encouraged to attend. Price Range: Between $250,000 - $500,000 Contract Time: 90 Calendar days. Estimated starting date is October 15, 2012 with contract to be completed by January 15, 2013. Option items will be awarded no later than December 1, 2012. Set-Aside: This project is 100% set aside for HubZone Small Business. Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 4:30 p.m. PDT on date indicated on solicitation. CCR and ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases prior to award of contract. Lack of registration will deem the offeror's proposal non-responsive.
